Students at Grand Island Senior High had the day off today, but school was in session for teachers. Over 165 iPads were given to teachers at GISH. Faculty used the day to learn how to operate the new iPad 3.
Cory Gearhart is Executive Director of IT for Grand Island Public Schools. He says a lot of assessment has taken place to get where they are today.
"We took a step back and just kind of looked at where the district is at right now and where do we want to be. We looked at where curriculum is going and it's obviously going the digital route rather than the analog, text book route," said Gearhart.
Switching to iPads is a process which Gearhart says will continue into the next school year.
Jeff Gilbertson is the Principal at Grand Island Senior High. He says the school is moving in a modern direction.
"We are done buying text books. Sometimes that shocks people. For example, this year we did not purchase a text book for biology, environmental, physical, or earth science," said Gilbertson.
Today was only phase one of the iPad era at Grand Island Senior High. In January, over 1,000 iPads will be handed out to students.
Teacher Robyn Warner says it's vital to provide these resources to students. She says, "It is exciting because our whole world is moving towards technology. So if our students are going to be successful in the world when they leave GISH, then we need to be able to offer those opportunities to them."

TORONTO (AP) ? The last Western detainee held at the Guantanamo Bay U.S. military prison has returned to Canada after a decade in custody and has been transferred to a maximum security prison in Canada where he awaits parole, Canada's public safety minister said Saturday.
Vic Toews said that 26-year-old Omar Khadr arrived at a Canadian military base on a U.S. government plane early Saturday and was transferred to the Millhaven maximum security prison in Bath, Ontario.
Khadr pleaded guilty in 2010 to killing a U.S. soldier in Afghanistan and was eligible to return to Canada from Guantanamo Bay last October under terms of a plea deal.
Khadr was 15 when he was captured in 2002 in Afghanistan, and has spent a decade at the Guantanamo prison set up on the U.S. naval base in Cuba to hold suspected terrorists after the Sept. 11, 2001 attacks. He received an eight-year sentence in 2010 after being convicted of throwing a grenade that killed Army Sgt. 1st Class Christopher Speer during a 2002 firefight .
Toews noted that the U.S. government initiated the transfer and suggested that Canada had little choice but to accept him under Canadian law.
"Omar Khadr is a known supporter of the al-Qaida terrorist network and a convicted terrorist," Toews said. "Omar Khadr was born in Canada and is a Canadian citizen. As a Canadian citizen, he has a right to enter Canada after the completion of his sentence."
John Norris, Khadr's Canadian lawyer, has said Khadr would be eligible for parole as early as the spring of 2013. It will be up to Canada's national parole board to release him, Toews said.
"I am satisfied the Correctional Service of Canada can administer Omar Khadr's sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration," Toews said.
Toews said that Omar Khadr's mother and sister "have openly applauded" his father's "crimes and terrorist activities" and noted that Omar has had "little contact with Canadian society and will require substantial management in order to ensure safe integration in Canada."
Khadr's family and lawyer did not immediately respond to messages seeking comment about his release.
Canadian Prime Minister Stephen Harper's Conservative government had long refused to request the return of Khadr, the youngest detainee held at Guantanamo. The reluctance is partly due to suspicions about the Khadr family, which has been called "the first family of terrorism."
Defense attorneys have said Khadr was pushed into fighting the Americans in Afghanistan by his father, Ahmed Said Khadr, an alleged al-Qaida financier whose family stayed with Osama bin Laden briefly when Omar Khadr was a boy.
The Egyptian-born father was killed in 2003 when a Pakistani military helicopter shelled the house where he was staying with senior al-Qaida operatives.
U.S. Defense Secretary Leon Panetta signed off on Khadr's transfer in April. Panetta said in Ottawa earlier this year that sending Khadr back to Canada would be an important step because it would serve as an example to other detainees who are looking to return to their home countries or other places. Some Guantanamo detainees have been reluctant to agree to plea deals after noting that Khadr had remained in Guantanamo despite being eligible to leave since last October.
The U.S. Defense Department confirmed the transfer in a statement and said 166 detainees remain in detention at Guantanamo Bay.
Suzanne Nossel, Amnesty International USA Executive Director, said the Guantanamo prison should finally be closed. She said Canada now has a chance to right what she called the many wrongs against Khadr and called for an investigation into Khadr's allegations of torture.
"Given the Obama administration's glacial pace towards closing the U.S.-controlled detention center, little and late though it is, today's news represents progress," Nossell said in a statement. "Khadr was imprisoned at the age of 15, subjected to ill-treatment and then prosecuted in a military commissions system that does not meet international fair trial standards. Growing up in Guantanamo and facing more prison time in Canada, his future remains uncertain."

Todd Akin will get the endorsement of Kit Bond, former Missouri governor and senator, on Friday, reports, even though in August Bond signed a letter with all the other living Republican former senators of Missouri calling on Akin to quit the race after his " " comments. Republican National Committee chair Reince Priebus, who in August said Akin wouldn't get support no matter what -- "He could be tied. We're " -- hinted his harsh feelings had mellowed, too. When asked if he'd prefer Akin over opponent Sen. Claire McCaskill, Priebus told CBS, "Well, absolutely? That's a given, and as chairman of the party, I have an obligation to make sure we win as many seats in the Senate as possible." The change of heart comes after the Republican former senator who to oust Akin, Roy Blunt, endorsed him Wednesday. Rick Santorum and Newt Gingrich backed him, too, and the said it would "continue to monitor this race closely."
RELATED:
It's not that surprising that Republicans are reconsidering their exile of Akin. But skeptics expected Akin's rehabilitation to happen much closer to the election. Gingrich predicted only Monday that "an " would come Akin's way in mid-October.?That's what Northwest Missouri State University Richard Fulton predicted to the in early September, and what Missouri Republican strategist Jason Klindt told? ?two weeks ago. The reason for the accelerated rate of reconciliation has something to do with for Republicans to pick up the four seats they need for a Senate majority.
Health fitness and weight Loss. why are they so Hard to achieve?
We all know the drill eat less, exercise more and you lose weight. Except you don?t. And while you are starving yourself and running yourself ragged and feeling the pain and exhaustion All you get for all that effort is hunger and fatigue. You may lose a few pounds for a short time, mainly you lose health, energy and the will to keep on. So why is weight loss so hard? There are six Reasons that I know of for this. Today we are talking about the 3 main ones and the first one is:
1. Over emphasis on the least important goals.
Health is more than just not being sick. fitness is more than being able to do a step class without collapsing. Both health and fitness are more than just tools used to spur on weight loss.
Energy, vibrancy, loving life, strength, flexibility and stamina are more important than a number on the scale. We are told to exercise in order to lost weight, and occasionally to look better but not because it is essential to vibrant health.
You are told to exercise to lose more weight. Not to be stronger, Not for more energy, not to increase mobility, not for flexibility not for any of those life enhancing, longevity increasing benefits. Just to help you to lose weight. The goal of exercise is usually just weight loss, not fitness. There is a logic to this. Muscles burn more fat, so if you build muscles so you can burn more fat, and lose more weight. Losing weight on its own is not very compelling. You need a benefit that is worth all that effort. How about, you will feel better, have fun, be able to do things again. The exercises you are told to do are long, tedious and boring, and tiring. No wonder we have trouble exercising regularly. If you are going to succeed at something at anything, your reason for doing it has to provide more pleasure and less pain than not doing it. A step class may do it for some, especially if you have an entertaining instructor. But for most people, the gym is not as appealing as the neighbourhood bakery.
You are told to eat salads because they are low calorie and will help you lose weight. Seldom are you told to eat them because they add nutrition, because they boost the immune system, because they clear out toxins, or even that the right foods can increase your energy. No. You are told to eat foods that will help you lose weight. This is the same problem. There is no pleasure in feeling hungry all the time. So do you really think you will be able to push aside the pleasure of food and starve yourself for days, weeks even months at a time, just so those numbers on the scale will go down.
Don?t get me wrong. I am all for losing excess weight. It is a real health issue. I am currently overweight. And I am trying to lose 15 pounds (was 18, making progress)? But it is not the only issue. It is not even the most important issue.
One of my personal goals, as I just said is to lose 15 pounds. It?s a number on a scale. But that is not the main goal. It is not compelling enough. Not even close.
I want to be able to climb stairs without being short of breath, carrying in the groceries 4 bags at a time instead of just 2, to be able to bend over and look under the counter if I drop something and not having to ask a younger member of the household to do it for me. To take the dogs for a run. Push the grandkids on the swing, catch them on the slide and race them to the merry-go-round without feeling like a wrung out dishrag. When weight loss becomes the main issue, you don?t solve these problems. In fact you make them worse.
How can weight loss make things worse? I have seen them all over. In the grocery store, on the street, at the mall. The thin fatties. They are not big. They are not obese. What they are, is visibly weak, and fragile. Their skin is not filled out with healthy toned muscle. It is loose and sagging. Their bodies are limp, almost shapeless. How does this happen? They have lost weight by way of whatever trick worked for them (starvation diets, fad diets, even over exercise) without any thought to their overall health and well being. Doing whatever it takes to lose the weight. That is the mantra: lose the weight lose the weight. Health strength and vibrancy need to be the main goals. If I can achieve that then weight loss will happen as a bi-product.
Being Fat is a common result of being unhealthy. The result, not the cause. Those thin fatties are noticeably unhealthy because of their fat. If you could round them up and measure their body fat percentage you may be surprised. In their efforts to lose weight at any cost have they lost muscle? Yes! You can see it. Bone? Have they lost bone? Most likely. Osteoporosis rates are rising too, not just obesity rates. Have they lost water? Absolutely. Have they lost fat? again absolutely, BUT in terms of percentages, probably less of a percentage of fat than the water, muscle and bone. Make health and fitness the number 1 goal, and you can lose fat without these problems.
2. We are given the wrong information. Have you ever heard that you need to eat low fat, low calorie foods. Have 5 to 10 servings of fruit and veggies and 5 servings of grain. This is about half right.
I remember my friends at work acting like martyrs while eating their rice cakes. Rice cakes, tasteless pieces of eatable cardboard. It gave them no pleasure, no nutrients, did not satisfy their hunger but they ate them because they were low calorie. They may have been low calorie, but they were equally as low in nutrition. And because they were high on the glycemic index, most likely they caused a spike in blood sugar followed by the crash and they were hungrier than they were before they had that snack. All that sacrifice for nothing
!
Calories are important, but not important enough to bother counting. If you have to count something. Count nutrients. Eat more nutritious food today than you did yesterday. You can find high nutrition foods that taste good. Experiment. Broccoli is a great food from a nutritional stand point. My husband loves steamed broccoli. I do not like it. but I have discovered that I do like it raw. I have tried cauliflower half a dozen different ways. I did not like any of them. So I don?t eat it. There are so many good foods in the world there is no reason to eat anything that does not give you pleasure. Don?t be afraid to experiment. Try them raw, steamed, stir fired, or roasted or in a soup or in a smoothie. Try them with spices, without spices. Keep trying new things until you find a dozen veggies you like. Then always have them on hand. Fruits make a great snack, much better than rice cakes. Now here is the biggest thing. Grains.
4 to 5 servings of whole grains will keep you fat. Many people cannot tolerate grain especially wheat, rye and barley. That is why you see so many products labeled ?gluten free?. Even if you do not have a sensitivity to gluten (the protein in wheat, rye and barley) grains put on the weight. This was really brought home to me when, at a restaurant, they had a little sign explaining how the cows they used were organically raised, hormone free and finished with grain for a full 2 weeks before slaughter. Those 2 weeks is what gave their meat a nice fat marbling. It was a great sales pitch for their steaks but I was struck by the time line. 2 weeks of grain, just 2 weeks made their cattle fat. It makes you and I fat too. This is more true for some people than for others and may change within an individual as they age. There was a time when bread did not make me fat. That changed in my mid thirties. I didn?t figure it out until recently. If you have trouble with weight gain, stop eating grains. while you are at it cut out sugars too. Now just so we are clear, by ?grains? I do not just mean your morning oatmeal. It is anything made with or from wheat, oats, rice, corn, barley and rye. Quinoa is okay, it is not really a grain, it is more like a grain substitute. Lots of nutrition, but fewer of the problems.
Flour can be ground from any of these grains but wheat is what most flour is made from. So that means cut back on bread, cakes, cookies, breaded meats (no chicken nuggets). and Stop worrying about fat in your food. Yes a gram of fat has more calories than a gram or anything else. but it also does not cause a spike in your insulin, so it is less likely to be stored as fat and it triggers that part of the brain that controls hunger. You will eat less of everything if you include natural-not man made-fats in your meal. So the fat has more calories per ounce, but you will have less calories per meal once you body adapts to your new eating pattern. Fats are not the bad guy. I am amazed at how many people, trying to lose weight will have dry toast for breakfast, even though they don?t like it, because they think it will help them lose weight. It is the bread that they are still eating that puts the weight on, not the butter that they have given up. Oh, and I have to say if you are going to throw away part of your egg, stop with the shell. Egg yolks are truly a super food. An entire chick can be grown from the nutrition in just one yolk. It has to have just about everything a body can need.
We are also given wrong information about exercise. Hours of aerobics just make you tired. Yes you need to add movement and exercise to your day. It just doesn?t have to be long hours in a gym, Walk to the store, or to work if you can. If that is not possible, park as far from the door as you feel you can comfortably manage. Take the stairs instead of the elevator if you can. Learn some stretches. Take a walk. Breathe. How many people went to the gym a hundred years ago. There were a few. But not many. They moved more all throughout the day. We need to add movement to our day. Most important short sprints do as much, maybe more for you than long duration exercises.
Sprints build you up, are easier to do, less abusive to your joints. Long duration exercises wear you down.
3. We may fear being thin. I am talking about a deep down feeling. One you may not be aware of. It?s hard to fight something you don?t even know is there. So take a moment and think. Is there some way being fat serves you? Maybe you need some examples. There are many reasons why you may want to stay fat. Eating comfort food can be a stress reliever, enough so that deep down you do not want to give it up. It is too big a price to pay for the benefits you believe you will gain. Fat can be a wall of protection. If you are feeling vulnerable could this be true for you. Fat can make you feel safe. I had, actually still have, this problem. When my first husband became ill, the first and only obvious symptom was weight loss. As he lost, I gained. You don?t need to be a therapist to figure that one out. Being thin feels dangerous. Even though I am now aware of this irrational feeling it is still there. When I get on the scale and see it has moved down a little I am happy of course; but happy is the 2nd feeling. Even now the first reaction is of unease, fear. If the way you think about yourself, and/or your weight is only a minor obstacle, and if you are able to identify it, you can deal with it. If it is more major, or if you suspect there is something but are not quite sure, you may need help. The way I am dealing with it is through visualization. I am visualizing myself thinner but in a context where I am also strong, healthy, happy, and active. I am also trying out a technique called EFT or tapping. (that may be the subject of another blog post). Thinner has to start to feel safe. Notice, thinner, not thin. I will be happy at just not being obese. Maybe when I get there, I will be able to go a little further. I don?t know. I have picked a goal, a goal that should be a healthy weight, not a thin weight. It is a weight that is right for me. I am trying to be healthy. It is not necessary to fit into anyone else?s image of who I should be or what I should look like.

Home ? Editorial ? Information Technology Parks to boost Philippine Business Process Outsourcing industry
Manila, Philippines ? INFORMATION Technology (IT) Parks are rising in the provinces and in Metro Manila to provide the infrastructure and connectivity needed to boost the robust growth of the country?s Business Process Outsourcing (BPO) industry. The new IT Parks outside Metro Manila are in the cities of Cebu, Mandaue, Cagayan de Oro, Bacolod, Iloilo, Bi?an, Tarlac, Baguio, Cabanatuan, Dasmari?as, Dumaguete, General Santos, Lipa, Naga, San Fernando, and Urdaneta, and in the municipalities of Marilao, Bulacan; Bacong and Sibulan, Negros Oriental; Rosario and Silang, Cavite.
BPO firms are the predominant locators in IT parks registered with the Philippine Economic Zone Authority. The government offers tax incentives to BPO firms, including value-added tax and income tax exemption. The IT-BPO industry is today one of the country?s biggest job creators. In 2011, the sector recorded $11 billion investments and created 638,000 jobs. For 2012, it expects $13 billion revenues on a labor force of 764,000. By 2016, it projects $27 billion revenues and jobs for 1.3 million Filipino workers.
The rising demand for call center services leads the BPO boom. The Philippines holds a major portion of the global outsourcing market, due to the English proficiency of Filipinos. Call centers count among its clients giant multinationals. Pharmaceutical firms outsource their medical transcriptions in the country.
This year, several grants and subsidies were earmarked by various agencies and institutions for the sector?s educational and technical development. The Asian Development Bank granted P27.3 million in technical assistance for skills enhancement. State universities nationwide were allocated a budget of P125 million to fund IT-BPO-based programs. A P450-million subsidy was set aside by the Technical Education and Skills Development Authority for training. The Information and Communication Technology Office of the Department of Science and Technology allocated P350 million to support the IT-BPO industry.
We wish Philippine Economic Zone Authority Director General Dr. Lilia B. de Lima and Information and Communication Technology Office Executive Director Department of Science and Technology Undersecretary Louis Napoleon C. Casambre, all the best and success in their unwavering support to promote the global competitiveness of the information and communication technology sector. CONGRATULATIONS AND MABUHAY!
Stephen Colbert frets over news of a global bacon shortage on "Colbert Report."
Stephen Colbert was in rare form on Wednesday, offending a laundry list of religions with his political theories behind the pending bacon shortage and the movement to get people praying for a Romney win.
Not surprisingly, the bacon story came first. The expected dearth in the supply of America?s favorite breakfast meat has been all over the news, and Colbert isn?t buying the explanation that a drought is the cause.
?Just think about it -- who?s not supposed to eat bacon? Well, Jews first, but most of the Jews I know eat it anyway. No, I?m talking about the really observant Jews -- Muslims. They won?t even touch bacon. Which means this bacon shortage is nothing less than creeping Sharia law.?
And like the commentators whose opinions he channels, Colbert knows who?s at fault.
?You know who I blame? Barack Obama. I have been warning you for years about his kowtowing to Islamic extremists, and now the chicken schwarma is coming home to roost,? he said. The next thing you know, Cat Deeley is hosting ?So You Think You Can Dervish.?
Which would be far from the most bizarre reality show on TV today.
Praying to save America
But anyone worried that Colbert would spend the whole show on Islam didn?t need to worry. He soon turned the topic over to Christianity. More specifically, the? ?40 Days to Save America? website that asks pastors and congregations to commit to asking God for help electing their desired candidates, arguing that ?prayer + fasting + action equals change?
?That?s amazing. Usually prayer plus fasting plus action equals passing out,? Colbert said.
The pastor behind the movement, Rick Scarborough, helped launch Rick Perry?s presidential campaign with a prayer rally. We all know how that turned out. But as Colbert noted: ?Pastor Scarborough did credit the rally with ending the drought in Texas. So clearly his prayers work on natural disasters, which is a perfect match for the Romney campaign.?
As for its effects?
?This prayer will help Mitt Romney win over undecided voters, especially the biggest undecided voter of them all -- God. I mean, he may be all-knowing, but he would still like to know a little bit more about Mitt?s tax returns," according to Colbert. "In fact, God is three undecided voters ? the father, son and holy spirit. And you have to figure the son is leaning Obama, what with the long hair and the loaves and fishes handouts to the poor. Get a job, hippie!?
But if Jesus is a long shot under that scenario, Colbert thinks this approach has a better shot with God, who as traditionally depicted fits the Romney demographic.
?He?s old, male, vengeful, and he lives in a gated community.?
Big budget boom
But there's someone who doesn't connect with either Romney or Obama, at least when it comes to the bottom line. On Wednesday night's "Late Show," David Letterman spoke with British Prime Minister David Cameron, who scoffed at the billion-plus budgets of American political campaigns.
"It's a really big difference between us," Cameron said of the campaign process. "We don't allow political parties to advertise on television, so that massively cuts the cost."
With applause from the "Late Show" audience, Cameron added, "I've never uttered the words, 'I'm David Cameron, and I approve this message.'"
What's in a name?
In honor of the gathering of the United Nations General Assembly in New York this week, Letterman then turned his focus to a Top Ten roundup on Iranian President Mahmoud Ahmadinejad -- specifically, "words that almost rhyme with Mahmoud."
"I'm sure in Iran, it's probably a very common name," the host began, "But to us, it has an odd sound to our ear."
So with the help of a rhyming dictionary and a "special thesaurus," he offered such entries as "muumuu," "Brit Hume," "mom nude," and his No. 1 pick, "Mets booed."
Everything is more expensive today, especially in the arena of baby strollers, cribs, playpens, highchairs, and a host of other necessary equipment.? The same is true for toddler toys and sports equipment for older kids. As prices rise, garage sales and thrift stores become more and more attractive.
Are Garage Sales and Thrift Stores a Bargain?
At first blush, one would think so.? Prices are certainly cheaper, aren't they??But consider this:? Short of throwing out absolute junk, no one reviews the quality of things sold in a garage or yard sale.?At thrift stores, only those items that are broken or otherwise severely damaged will be sent to the garbage heap.?A few thrift stores are slowly trying to set some standards for what will be offered for sale, removing some toxics and any dangerous goods (e.g., weapons, ammunition, powered tools and equipment.
Even so, there isn't always someone trained to check for broken straps on highchairs and strollers, damaged slats in a crib, or torn netting in a playpen.?So, that shifts total responsibility to the parent or caregiver.?If you're going to buy safely for a reduced price, then it's imperative that you inspect items carefully.
What To Look For Before You Buy
For details on standards for various pieces of baby and toddler equipment, or bicycles and helmets, please check other articles on our blog and the Consumer Products Safety Commission (CPSC). Meanwhile, here are a few points to remember:
1.?Straps on child seats, baby carriers, strollers and highchairs should be sound and not torn or worn. 2.?Ask to have a crib or playpen actually assembled before buying it.?Otherwise, it is too easy to have a broken crib slat, torn side mesh on a playpen, or parts that don't work right or at all.?You can't afford to compromise on these issues. 3.?Don't accept bedding and mattresses unless they have been thoroughly washed and fumigated (in the case of mattresses).? Ask for a certificate or letter documenting this latter process (Obviously, a homeowner won't be able to provide a sanitized mattress so you may want to consider purchasing a mattress from a retailer). 4.?Of course, look for any broken, worn or damaged parts on everything.?Look for corroded metal parts that may not work properly or fail altogether. 5.?Look for the Junior Products Manufacturers Association? (JPMA) seal on all products, especially cribs, strollers, car seats, playpens and related goods.? If the previous owner has been kind enough to save the owner's manuals, that is a great source of parts lists, setup instructions and safety guidance.? This will save hours of time if you need to replace a part. 6.?If you're buying toys, be sure they are undamaged and age-appropriate. 7.?Clothes you are considering for small children, toddlers and babies must meet U. S. standards for flammability (a label should tell you that). 8.?Avoid old chemistry sets and the like for older kids.?Chemicals deteriorate over time and could produce unexpected and unwanted results. 9.?Metal objects (especially toys and jewelry) made in China or other underdeveloped countries should be checked for lead or avoided altogether. Lead affects major organs and intelligence/developmental issues in children six years of age and under. 10.?Inspect toys, furniture (especially antique pieced) and any other painted items for lead-based paint.? Paints manufactured before 1978 often contain lead-based paints. If a child ingests any lead dust or scrapings, they can develop severe health problems.
So, while thrift stores and yard sales look like a great deal, they may not always be. Check for lead-based paints and metal objects, flame-retardant clothes, broken or damaged pieces, and baby equipment marked with the JPMA seal.

SAN FRANCISCO (AP) ? A federal appeals court has ruled that immigration officials must give priority status to thousands of green card applicants who lost their place in line for U.S. residency when they turned 21.
A narrowly divided 9th U.S. Circuit Court of Appeals decided Wednesday that the United States Citizen and Immigration Services wrongly determined the applicants were no longer eligible for special visas as children of green card holders after they turned 21.
The immigration service said those children who "aged out" during the process lost their place in line, even if the parents' application took years to process.
Under U.S. immigration law, children 21 and older cannot immigrate under their parents' applications for green cards.
The court ruled 6-5 court otherwise, saying the applicants may keep their "priority date" established when their parents filed for a derivative visa for their children.
"Tens of thousands of children living in the U.S. or abroad who have 'aged out' of the green card process would reclaim their place in line based on this decision," said Carl Shusterman, one of the lawyers representing the applicants.
The ruling held that Congress meant to aid these applicants with the 2002 passage of the Child Status Protection Act. The act meant to preserve the original date of application of a minor who turned 21 during the pendency of the parents' application, the court ruled.
"We conclude that the plain language of the CSPA unambiguously grants automatic conversion and priority date retention to aged-out derivative beneficiaries," Judge Mary Murguia wrote for the majority.
The court ruled that immigration officials were wrongly forcing many of these applicants to file new applications for residency, putting their application at the bottom of the pile. The new ruling requires immigration officials to consider the original application date while processing the application for residency.
The opinion reversed a trial court judge, who tossed out a class-action lawsuit filed by legal U.S. residents whose children were removed from residency consideration under their application when they turned 21.
The federal government could ask the U.S. Supreme Court to review the matter.
A U.S. Department of Justice spokesperson could not be reached after hours in Washington D.C.
Judge Milan Smith wrote a dissenting opinion. Smith called the 2002 law ambiguous and said it's unclear what Congress meant with its passage. Further, he said the new class of applicants now eligible for priority consideration will likely bump other, more clear applications of other seeking residency further down the line.

The Organization of Economic Cooperation and Development recently released its Education at a Glance 2012 report, which examines education in OECD and G20 countries (where the data was available). Here are the five most educated countries in the world.
The key to understanding this year?s report is the 2009 - 2010 global recession: ?No group or country ? no matter how well-educated ? is totally immune from the effects of a worldwide economic downturn,? begins the Education at a Glance 2012 report, which notes that young people have borne the largest burden. Nearly 16 percent of people between the ages of 15 and 29 in OECD countries in 2010 were neither employed nor in some kind of education or training program.
The OECD research highlights the importance of higher education, which includes vocational schooling, during an economic downturn. People with more education were found to be able to keep or change jobs more easily; unemployment rates for those with higher education remained low during the economic crisis; and the earning gap between people with higher vs. lower levels of education grew wider during the recession.
The 5 most educated countries in the world
Access to higher education is not equitable for all students, however, and creating opportunities for everyone is a challenge that all countries face, notes the report. For example, young people with at least one parent who has completed a higher education degree in OECD countries have nearly double the chances of attaining higher education opportunities, the report notes.
Another barrier is that students and families have taken on an increasingly large portion of education costs in OECD countries, which the report notes can lead to situations where individuals are burdened with debt that could prevent them from pursuing further education. ?These barriers may impede countries? own goals of increasing educational attainment in their populations,? the report notes.

Students may or may not be aware of the Western State University College of Law property on north State College Boulevard located across the street from Cal State Fullerton. The building faces the west side of the CSUF campus and is located next to Troy High School.
Even more students might be unaware that this building could become the property of CSUF as early as this October after the CSU Board of Trustees approved the funds to purchase the college at the Board of Trustees meeting Sept. 19.
The approved purchase would cover the entire 86,000-square-foot property and has a reported purchase price of $18,250,000.
Director of Media Relations and New Media for CSU Chancellor?s Office, Mike Uhlenkamp, said that the majority of the money being used to purchase the Western State University property is coming from a mixture of the CSU systemwide revenue bond program and CSUF?s extended education program.
Uhlenkamp explained that the purpose of the CSU systemwide revenue bond program is meant to ?refinance the acquisition, construction, renovation and improvement of certain facilities of the Cal State University.?
?The purchase of the property is $18,250,000,? said Uhlenkamp. ?Of that amount, $5,000,000 will be contributed by Fullerton?s University extended education. The remaining $13,250,000 will be financed through the bond program.?
Even though CSUF will own the property, both students and faculty will not be able to use the facilities for another three years.
For the next three years, the college will occupy the building, but it will pay rent for the space until CSUF makes the site part of the campus. The rent will offset some of the purchase price over time.
Christopher Bugbee, director of media relations for CSUF, said the process is similar to the purchase and use of the College Park building. This would mean that classes would continue as usual for Western State University students and faculty.
?The debt will be paid with rental income, initially from Western State College of Law for its continued occupancy through the first three years,? said Bugbee. ?In year four and following, the university will rent space as needed, similar to the current arrangement for university use of the College Park building, purchased in 2000.?
As far as Cal State Fullerton?s future plans for the Western State University property is concerned, said Chief Financial Officer Bill Barrett. Occupation of the building would be decided at a later time.
The property could house any department on campus, but a final agreement will be made in the future, based on the needs of that department, Barrett said.
?I guess you would call it a collaborative effort on campus to determine what?s the best fit, whether its student services or part of a college or all of a college or whatever would go over there,? said Barrett. ?The good news is: We should own it soon, so we have some options in front of us.?
Barrett said that even with three years between renting the property and occupying the property, CSUF will form a committee within the next two years to decide the use of the building. After the initial two years of committee planning, Cal State Fullerton will be able to reach a decision as to what will occupy the Western State University property.
Barrett added that the Western State University property has been considered for purchase by CSUF for five or six years, but reconsideration by the property owners stalled the original sale.
After a false start, the current owners have finally decided to sell the property after CSUF investigated and approved the property integrity for future use.
?There are very stringent requirements by the CSU for what they call due diligence in terms of the structural integrity of the building?its seismic status,? Barrett said. ?We went through a significant due diligence, as it?s called in the real estate world, before we made a formal offer to the current owners to buy it. That?s all been done.?
Even after inspecting the building, Barrett said that there would still likely be renovations done to the property, which will include seismic work to ensure safety toward future earthquakes and structural stability.
The addition of the Western State University College of Law building will not only add a new building to CSUF, it will also include classrooms, a library and an additional parking lot with about 300 parking spaces for students and faculty.
?There?s no other land around (CSUF)?we need space,? said President Mildred Garcia about the acquisition.
While college is an exciting time for students, some are bombarded with homework and other tasks that keep them from exploring the other opportunities that campus life has to offer.
As college students, it is necessary to ?let off some steam? from the grueling confines of the library, to be entertained by someone other than a teacher, to live out our college experience so that when we look back years from now we can say, ?College was the best time of my life!?
But there?s so much work.
Well, what if Pepperdine made it easy for students to achieve all of these things without even leaving campus and at an affordable price? This is where the Center for the Arts comes to the rescue of over-worked, over-hiked and over Caf food (OK, maybe not that far) Pepperdine students everywhere.
Each year, the Center for the Arts invites acclaimed entertainment acts, musicians, and theatrical troupes from all over the country to perform on campus for students and the surrounding community. This provides a ?great opportunity for students to try something new,? Rebecca Carson, the Center?s managing director said.

?Oklahoma!?
Nov. 8-11 and 15-17, 2012
The Center for the Arts did not have to look far for this show; it is done entirely by Pepperdine students. Debuting on Broadway in 1943, ?Oklahoma!? tells the story of a cowboy who falls in love with a farm girl through lighthearted musical numbers and dances.
These performances are just a taste of what is to come from The Center for the Arts this upcoming year. The Center for the Arts works hard to find performers appealing to the entire student body, so if these don?t excite your theatrical taste buds, there are about thirty other performances that can be found at their website, arts.pepperdine.edu/performances/.
Don?t worry about that pile of homework sitting on the desk or that stack of laundry that needs to be done. It?ll all still be there tomorrow, but tickets to some of these amazing shows might not be, so hurry and get yours before they are sold out.
I got a really interesting( or at least I think it's interesting) idea, and so I created an RP. It is a private one, so I'm only looking for one person to take the other role! I've already created my character, so I'm in need of someone for the second role. If you're interested you can either post here, the RP's OOC, or PM me! :)
The Story: He was the son of a successful mogul and heir to the company that was passed down through the generations. His parents weren't around much, traveling the globe and whatnot, so they left their son in the care of different nannies. Other than going to private school during the day, he was alone otherwise. He wasn't exactly a social butterfly. Around the age of ten his parents fired the current nanny and hired a new one, the woman had a son who she always bought to the manor. It was no surprise that the two boys became fast friends. They grew up together from that point on. The heir's parents liked Him so much that they even paid for him to attend the same school as their son. They were pretty much inseparable, and around their senior year of high school, they started dating, in secret of course. The problem was, his parents wanted him to marry the daughter of another CEO. They were oblivious to the fact that there son was gay, he purposely hid it from them in fear that they would find out about his relationship with him and make them break up. It worked for a year, keeping their relationship a secret, but when the girl dropped by the mansion unexpectedly she saw the couple kissing. Enraged she contacted her future fiance's parents, who immediately came back from a business trip and all hell broke loose.
The parents told the, now housekeeper, that she and her son had to leave immediately. There was a a huge argument that resulted in him running out into the rain. He was hit by a car and nearly died. He slipped into a coma. During the time he was unconscious, his parents paid him and his mother a large sum of money to leave and never show up again. He tried to see his boyfriend numerous times, but had to give up after being denied visitation time on numerous occasions. A year passed by and finally he woke up. He lost his memory from the point of age 10. His parents told him what they wanted him to believe instead of the truth. Including that he was supposed to marry the other CEO's daughter. While he still doesn't feel anything towards her, he has no recollection of him. He leaves for college, choosing not to struggle with remembering the memories he lost. It just so happens the the university he goes to is the same one he attends. The school made a mistake, instead of giving him a private room, he finds that he has a roommate, and it just so happens to be his old boyfriend.
HUNTSVILLE, Ala. (AP) ? A Harvard-educated biologist was sentenced to life in prison without parole Monday after being convicted of going on a shooting rampage during a faculty meeting at an Alabama university, killing three colleagues and wounding three others in 2010.
The jury deliberated for about 20 minutes before convicting Amy Bishop. The former professor at the University of Alabama in Hunstville showed no reaction as the verdict was read. She did not speak in court, but her attorney said she has often expressed great remorse to the victims and their families.
"She is shattered beyond belief," attorney Roy Miller said.
Bishop avoided a death sentence by pleading guilty earlier this month to the shootings on Feb. 12, 2010. Before the guilty plea ? which she signed with a barely legible scrawl ? her attorneys had said they planned to use an insanity defense.
However, she was still required to have a brief trial because she admitted to a capital murder charge.
And she still could face a trial in Massachusetts, where she is charged in the 1986 killing of her 18-year-old brother. Seth Bishop's death had been ruled an accident after Amy Bishop told investigators she shot him in the family's Braintree home as she tried to unload her father's gun. But the Alabama shootings prompted a new investigation and charges. Prosecutors have said they will wait until after sentencing in the Alabama case to determine whether to put Bishop on trial in Massachusetts.
Bishop killed her boss, biology department chairman Gopi Padila, plus professors Maria Ragland Davis and Adriel Johnson. Professors Joseph Leahy, staff aide Stephanie Monticciolo and assistant professor Luis Cruz-Vera were shot and wounded.
A police investigator testified Monday during the brief trial that Bishop denied having anything to do with the rampage. During testimony Monday, Bishop shook her head anytime the judge or prosecutors described the killings as intentional.
Investigator Charlie Gray also said police believe Bishop opened fire during the faculty meeting because she was angry over being denied tenure, which effectively ended her career at the University of Alabama in Huntsville.
"She would say, 'It didn't happened. I wasn't there. It wasn't me,'" Gray said.
Bishop wore a red jail uniform in court and was shackled at the feet, seated between two attorneys at the defense table.
Also in court, sitting behind prosecutors, were relatives of the people killed in the February 2010 rampage. At least one of the shooting victims who survived also was present, though none spoke to reporters.
The only other witness to testify Monday was Debra Moriarity, now the chairman of biological sciences at UAH. She testified about how a routine Friday afternoon faculty meeting turned into a scene of carnage with no warning.
Moriarty testified that Amy Bishop sat unusually silent during the nearly hourlong faculty meeting, during which discussions ran from a spring open house to plans for the following fall. People were seated around a crowded conference table in a small room on a chilly, overcast day, she said.
Moriarity said she glanced down at a piece of paper on the table. "And there was a loud bang," she said.
Moriarity said more shots followed in quick succession without Bishop ever saying a word. Moriarity said she was looking directly at Bishop when she shot professor Maria Ragland Davis, who was killed instantly while still seated at the table.
Moriarity said she dove under the table for safety and tried to grab Bishop's legs, but the woman stepped out of her grasp. "I was saying, 'Stop Amy, stop. Don't do this. I've helped you before, I'll help you again.'"
Moriarity said Bishop pointed the gun at her and pulled the trigger, but nothing happened. She said Bishop continued trying to shoot her in a hall outside, but the gun had jammed.

Back in July General Motors (GM) announced plans to bring outsourced IT work in-house and create about 10,000 in-house IT jobs in the process.
GM?s CIO Randy Mott recently announced plans to bring 90% of outsourced IT back in-house.
The news itself is incredibly significant in the world of outsourcing because GM was not only one of the biggest IT outsourcers on earth but it was also an IT outsourcing pioneer. GM acquired a company known as EDS and turned it into its internal IT department before selling it off as a separate company, which HP bought for $13.9bn.
But when I say the creation of 10,000 internal jobs is bad news I mean it just shows how in-house IT roles, which help train people up and define careers, are few and far between if the big corporates outsource.
OK GM is an extreme example but imagine the total number of IT job vacancies that would be available if all the big banks for example brought work that is outsourced in-house. Thousands of jobs would be created.
So whilst the move by GM is an opportunity for 10,000 IT pros it is also confirmation of the lack of opportunities for IT workers to get in-house jobs. In the long run this can be damaging to IT pros opportunities and also the businesses that are outsourcing.
John Harris, chair of The Corporate IT Forum and chief architect and head of IT strategy at pharmaceutical firm GlaxoSmithKline (GSK), for example told Computer weekly in a recent interview that years of outsourcing commodity IT skills means young people are not being given a chance to come into the industry.
?Yes, it may be more economical to outsource to India, but such a job may be the type of work that gives an apprentice a real grounding [in IT],? he says.
By developing skills in-house young IT apprentices who progress into future IT architecture experts will have a thorough grasp of the businesses. It may be regarded as a long-term game, but Harris believes clear career planning and progression can ultimately deliver high value to a business.
That small fish tank can give you all that you want from a pet without the liability of having a pet. Fish can be trained just as well as any other pet ? they recognize you and they do small somersaults when they see you coming close to the aquarium. Goldfish can live up to 10 years in the aquarium. As far as I?m concerned cleaning services in London should offer aquarium cleaning service, since a fish tank is harder to clean than everything I have encountered in my whole life. You have no idea of the countless hours you will spend, trying to figure out how to clean the tank, not to mention the sand. The sand is one the things you are not warned before deciding on having fish as pets. It?s one of the most important things that have to be cleaned, even before you place it in the aquarium. You will have a heater as well. The heater will usually be plastic because glass heaters can shatter. You will set the heater at the temperature that you don?t want the tank to go below. If you have fish which need to be between 70 and 75 degrees you will want to set the heater to come on at 71 degrees, just to be safe. Once you set the heater, you never have to touch it again. Just plug the heater in and let it go to work. For those looking to stock ?real? sharks in a freshwater aquarium, you are out of luck. On the plus side, some of the commonly available ?sharks? at the fish store are wonderful fish to add to a community aquarium and are well worth considering. In most cases, a cloudy fish tank can be easily solved and prevent with a good routine maintenance. Some thing as easy as weekly water changes can be effective to solve not only a cloudy fish tank but many other aquarium problems as well. Another type of fish tank filter is a filter that covers the bottom of the fish tank floor and is then covered with rocks. In theory the debris and other garbage are filtered out after they hit the bottom of the fish tank. These are really neat looking and work fairly well, but not as well as the box tank filters. Fish tanks usually have a lot of different parts. The main part of the fish tank is made from glass and it?s held together at the seams with silicone. Sometimes, the silicone will start to break down and you will need to replace the silicone from the area that is leaking. Fish tanks comes in a variety of different sizes and shapes. You will always want to purchase a stand to match the aquarium. Stands are usually made from wood and you want a stand which is durable enough to hold a lot of weight. You can purchase stands with doors, so that you place items below the fish tank such as food, chemicals, medications, etc. There is more to a new fish tank then just a tank filled with water sitting on a stand in your living room. There is a certain amount of equipment needed such as a heater and filter to keep your fish healthy and happy. With the proper equipment your tank will become a healthy water filled paradise for your tropical fish. Most tropical fish are imported in small boxes which can be quite a shock to their systems. By providing an environment much like their natural environment your fish will thrive and become an active part of your everyday life. One mistake commonly made by fish beginners is not understanding the difference between salt water and fresh water fish. Salt water fish are for the highly dedicated people who have lots of time and money. If even one of these things is off by a little bit, all your expensive fish will die. One thing to keep in mind is that both fresh water and salt water can offer fish that have brilliant colors and long flowing fins. I would leave the expensive salt water fish alone.
Choose from glass or acrylic, with and without metal frames. The Bala shark is another falsely named but very popular freshwater aquarium fish. fish tank
