Senators reach agreement on immigration reform

WASHINGTON (AP) ? A bipartisan group of leading senators has reached agreement on the principles of sweeping legislation to rewrite the nation's immigration laws.

The deal, which was to be announced at a news conference Monday afternoon, covers border security, guest workers and employer verification, as well as a path to citizenship for the 11 million illegal immigrants already in this country.

Although thorny details remain to be negotiated and success is far from certain, the development heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws.

President Barack Obama also is committed to enacting comprehensive immigration legislation and will travel to Nevada on Tuesday to lay out his vision, which is expected to overlap in important ways with the Senate effort.

The eight senators expected to endorse the new principles Monday are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Now, with some Republicans chastened by the November elections which demonstrated the importance of Latino voters and their increasing commitment to Democrats, some in the GOP say this time will be different.

"What's changed, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," McCain said Sunday on ABC's "This Week."

"I think the time is right," McCain said.

The group claims a notable newcomer in Rubio, a potential 2016 presidential candidate whose conservative bona fides may help smooth the way for support among conservatives wary of anything that smacks of amnesty. In an opinion piece published Sunday in the Las Vegas Review-Journal, Rubio wrote that the existing system amounts to "de facto amnesty," and he called for "commonsense reform."

According to documents obtained by The Associated Press, the senators will call for accomplishing four goals:

?Creating a path to citizenship for illegal immigrants already here, contingent upon securing the border and better tracking of people here on visas.

?Reforming the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.

?Creating an effective employment verification system to ensure that employers do not hire illegal immigrants.

?Allowing more low-skill workers into the country and allowing employers to hire immigrants if they can demonstrate they couldn't recruit a U.S. citizen; and establishing an agricultural worker program.

The principles being released Monday are outlined on just over four pages, leaving plenty of details left to fill in. What the senators do call for is similar to Obama's goals and some past efforts by Democrats and Republicans, since there's wide agreement in identifying problems with the current immigration system. The most difficult disagreement is likely to arise over how to accomplish the path to citizenship.

In order to satisfy the concerns of Rubio and other Republicans, the senators are calling for the completion of steps on border security and oversight of those here on visas before taking major steps forward on the path to citizenship.

Even then, those here illegally would have to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency. Once they are allowed to apply they would do so behind everyone else already in line for a green card within the current immigration system.

That could be a highly cumbersome process, but how to make it more workable is being left to future negotiations. The senators envision a more streamlined process toward citizenship for immigrants brought here as children by their parents, and for agricultural workers.

The debate will play out at the start of Obama's second term, as he aims to spend the political capital afforded him by his re-election victory on an issue that has eluded past presidents and stymied him during his first term despite his promises to the Latino community to act.

"As the president has made clear for some time, immigration reform is an important priority and he is pleased that progress is being made with bipartisan support," a White House spokesman, Clark Stevens, said in a statement. "At the same time, he will not be satisfied until there is meaningful reform and he will continue to urge Congress to act until that is achieved."

For Republicans, the November elections were a stark schooling on the importance of Latino voters, who voted for Obama over Republican Mitt Romney 71 percent to 27 percent, helping ensure Obama's victory. That led some Republican leaders to conclude that supporting immigration reform with a path to citizenship has become a political imperative.

US jobless aid applications fall to 5-year low

(AP) ? The number of Americans seeking unemployment aid plummeted to a five-year low last week, a hopeful sign the job market may be improving. But much of the decline reflects seasonal volatility in the data.

Weekly unemployment benefit applications fell 37,000 to a seasonally adjusted 335,000, the Labor Department said Thursday. That's the lowest level since January 2008, just after the recession began.

The four-week average, a less volatile measure, fell to 359,250.

The applications data can be uneven in January. Job cuts typically spike in the second week of the month as retailers, restaurants and other companies lay off temporary workers hired for the winter holidays.

The department seasonally adjusts the numbers to account for such trends, but the data can still be choppy.

Last week, the layoffs weren't as large as expected, a department spokesman said. That caused a steep drop in the seasonally adjusted data.

The broader trend will become clearer in the coming weeks. Applications were declining slightly at the end of last year, pushing the four-week average to a four-year low in the last week of December.

The applications figures "suggest the labor market is getting better, the issue remains the extent of the improvement," said Joseph LaVorgna, an economist at Deutsche Bank.

Applications are a proxy for layoffs. Overall, applications remain at a level that suggests employers are hiring at a slow but steady pace. Applications fluctuated between 360,000 and 390,000 for most of last year. At the same time, employers added an average of 153,000 jobs a month.

That's just been enough to slowly push down the unemployment rate, which fell 0.7 percentage points last year to 7.8 percent.

Employers added 155,000 jobs last month, nearly matching the average for the year. December's steady job gain suggests employers didn't cut back on hiring in the midst of the debate over the tax and spending changes known as the fiscal cliff. Many economists feared that the prospect of higher taxes and steep cuts in federal spending would cause a slowdown in job gains.

That's a good sign, since more budget showdowns are expected. Congress must vote to raise the government's $16.4 trillion borrowing limit by sometime between mid-February and early March. If not, the government risks defaulting on its debt. Republicans will likely demand deep spending cuts as the price of raising the debt limit.

More than 5.8 million people received unemployment aid in the week ended Dec. 29, the latest data available. That's about 465,000 more than the previous week. The figure includes about 2 million people who receive extended benefits paid for by the federal government. The rest receive aid under state unemployment programs, which usually last 26 weeks.

The overall economy grew at an annual rate of 3.1 percent in the July-September quarter. But economists believe activity slowed considerably in the October-December quarter to a rate below 2 percent or less, in part because companies cut back on restocking.

UBS launches China unit, eyes wealth management business

SHANGHAI (Reuters) - UBS AG launched its locally-incorporated unit in China on Wednesday, allowing it to conduct yuan businesses in key areas such as wealth management.

Around 40 foreign banks, including JPMorgan Chase & Co , Morgan Stanley and HSBC , have already set up China units and some have been injecting additional capital into them given the expansion in the world's second biggest economy.

"China represents one of the most important markets in the world for UBS. We are committed to expanding our presence here and broadening our products and services to meet the needs of clients", Axel Weber, UBS's Asia-Pacific chief executive, said in a statement.

"It is UBS's plan to be one of the leading wealth management providers in China and the subsidiary bank is critical to realize this goal", the statement added.

UBS operates brokerage and mutual fund joint ventures with local partners, as well as a private equity unit.

JPMorgan said last May it injected 2.5 billion yuan ($394.08 million) into its China unit. HSBC added 2.8 billion yuan into its China operation in 2011, even as it laid off several hundred investment bankers in London, Hong Kong and elsewhere as part of a jobs cull to save billions of dollars.

East Greenwich High School serves students in grades 9-12. It is regularly ranked as one of the highest performing public high schools in Rhode Island.

Located on Avenger Drive, the local public high school has been here since 1967. Last year, the high school underwent significant renovations, which added a new science lab, a new entrance and a new athletic field complex. There are 759 students and 76 teachers.

Mayors Against Illegal Guns Releases New Television Ad Demanding Action from Washington

Marking one month since the tragedy in Newtown, Mayors Against Illegal Guns today released a new national television ad (available?here) featuring family members of gun violence victims demanding that political leaders take immediate steps to end the gun violence that kills 33 Americans every day.

Co-chair Mayor Bloomberg also released ?Access Denied?, a new report that surveys all the efforts by the gun lobby, with the cooperation of Congress, to suppress data and research funding on gun violence, making it difficult to study the causes of gun violence and to hold the firearms industry accountable for their role in the epidemic. The report (available?here) was released at a summit focused on gun violence research at Johns Hopkins University?s Bloomberg School of Public Health.

?Thirty days have passed since 20 children and six adults were gunned down at Sandy Hook Elementary School ? and still, no action has been taken by Washington to end our country?s gun violence epidemic,? said Mayors Against Illegal Guns Co-Chair and New York City Mayor Michael R. Bloomberg. ?Now is the time for Congress to buck the special interests of the gun lobby that endanger our children. This means requiring background checks for every gun sale, restricting assault weapons and high capacity magazines, and making gun trafficking a federal crime. We cannot let another month go by with no action.?

"Today we remember the lives that were needlessly lost one month ago, and the 33 lives taken by gun violence across our country every day,? Mayors Against Illegal Guns Co-Chair and Boston Mayor Thomas M. Menino said. ?But we also continue our call for action to take the illegal guns out of our neighborhoods, and tragedies like Newtown out of our nation's future. This time must be different. Our leaders in Washington must act, and pass the common-sense gun reforms necessary to protect our children and communities."

Mayors Against Illegal Guns also announced today that since the Newtown shooting, it has added more than 100mayors to its national bipartisan coalition to end gun violence and grown to more than one million supporters.

The ?Access Denied? report released today reviews how the U.S. does nearly no scientific research to understand or prevent gun violence ? and blocks questions from police, military officers and even doctors to learn more. All of this despite the fact that Americans murder each other with guns at nearly 20 times the rate of residents of other high-income countries. This is because for 20 years, the National Rifle Association?s Washington leadership has advanced policies to obstruct access to and analysis of information related to firearms and violence.

The report shows how the restrictions have affected many fields, including:

  • Science: Since 1996, CDC funding for firearm injury prevention has fallen 96 percent and is now just $100,000 of its $5.6 billion budget.
  • Law enforcement: The National Institute of Justice, the principal research arm of the Justice Department, funded 32 gun-related studies between 1993 and 1999, yet it has not funded a single public gun-related study during the Obama Administration.
  • Military leaders and doctors: In 2010, a defense funding bill prohibited commanding officers and mental health counselors from talking with severely depressed service members about the risks posed by guns in their private possession. This was done during an epidemic of suicide among active-duty service members in which suicides exceeded combat deaths in Afghanistan. The large majority of military suicides are committed with guns. (Congress repealed this gag order recently at the insistence of mayors, retired flag officers and mental health advocates.) The gun lobby has also passed state laws that prohibit doctors from discussing firearms with their patients.

The report recommends that these restrictions be lifted and particularly that Congress remove ?policy riders? on federal appropriations bills that limit firearms research at the CDC and NIH provide appropriate funding to study the role of firearms on public health to reduce crime and save lives. Police departments also need data to effectively fight crime. In 2006, New York City analyzed ?trace data? for guns found at crime scenes to identify the dealers who sold them. The City investigated and sued 27 of those dealers, and 24 settled and were monitored by the court to improve their sales practices. As a result, the share of guns sold by those dealers that were recovered in New York City crimes dropped by 84 percent.

The new television ad is being released at events hosted by 40 mayors and law enforcement officials across the country including Cranston, NJ; Durham-Chapel Hill, NC; Ft. Wayne, IN; Lancaster, PA; Lansing, MI; Miami, FL; Media, PA; Portland, ME; Portland, OR; Santa Fe, NM and Telluride, CO. The ad will air nationally on cable as well as in all of these markets.

In an effort to keep their communities safe, local leaders at today?s events also urged Washington to end gun violence in America by:

  • Requiring criminal background checks for all gun sales: Background checks are the only systematic way to stop felons, domestic abusers and other dangerous people from buying firearms. But federal law only requires background checks for gun sales at licensed dealers. Almost 6.6 million guns are sold each year in the U.S. by unlicensed ?private sellers,? including online and at gun shows. That means that between 40% and 50% of gun sales may take place with no background check for the buyer. According to Republican pollster Frank Luntz, 82% of gun owners support criminal background checks on all gun sales.
  • Banning military-style assault weapons and high-capacity magazines: Military-style weapons and high-capacity ammunition magazines (those with more than 10 rounds) have no place on our streets. They are designed to kill large numbers of people quickly, and they have no other use in civilian hands. Today, even people with criminal records, or with serious mental illness, can and do buy assault weapons from unlicensed private sellers who don?t conduct background checks.
  • Make gun trafficking a federal crime: Every year, tens of thousands of guns find their way into the hands of criminals through illegal trafficking channels. But there is no clear and effective statute that makes gun trafficking a federal crime. Prosecutors who want to combat traffickers are forced to rely on a weak law that prohibits ?engaging in the business of selling guns without a federal license,? which carries the same punishment as trafficking chicken or livestock.

Fiat plans lay-off scheme at Melfi plant for two years

TURIN (Reuters) - Fiat has asked the government to approve a special lay-off scheme at its Melfi plant in southern Italy for two years to restructure the plant before production of new models begins, the car maker said on Tuesday.

The scheme will kick off on February 11 and last until the end of 2014. It will allow the company to stop one line at a time out of two at the plant, Fiat said.

Melfi, one of Fiat's most important facilities in Italy, currently manufactures the Punto model.

Back in December, Fiat said it will invest 1 billion euros ($1.3 billion) to produce a new Jeep and a new Fiat 500 in Melfi, southern Italy, from 2014.

Like other car makers, Fiat, which controls U.S. carmaker Chrysler, has been hard hit by Europe's debt crisis. Last year car sales in Italy slumped to their lowest level since 1979.

Government spending cuts and high unemployment have hit consumer budgets and sent demand for cars plunging in an industry that suffers from overcapacity.

DES MOINES ? Gov. Terry Branstad?s push for property tax and education reform was met with bipartisan applause at Tuesday?s Condition of the State speech.

But lawmakers ? particularly Democrats ? aren?t sold on how the governor wants to reach those goals.

A packed House chamber gave Branstad five standing ovations during, and at the conclusion, of his roughly 32-minute speech. At the same time, a group of about 200 people chanted in the Capitol rotunda decrying Branstad?s agenda as one skewed toward corporate interests over middle-class Iowans.

Branstad spoke in broad themes during live televised address, hitting on the themes of job creation, education reform and health initiatives.

Six times, the governor used the phrase, ?This is our opportunity. This is our Iowa.? He spoke in terms of being able to ?write a new chapter? in Iowa?s history because of the state?s relatively strong financial position, including a close to $1 billion surplus.

?While some states across this country are choking the opportunities right out of their states through over-taxation and over-regulation,? Branstad said, ?Iowa is like a lighthouse, beaming a bright light of opportunity to those seeking a better life within our borders.?

Republican lawmakers gave generally favorable reactions to the governor?s address, particularly Branstad?s push on education reform which he outlined on Monday.

?I believe there?s broad support for reform,? Senate Minority Leader Bill Dix, R-Shell Rock, said. ?I think we all recognize that Iowa needs to be a leader in the world in making sure our students and teachers need to be prepared.?

Branstad has not called for an income tax cut, which is something several Republicans have said they would like to see.

?I?d be happy to engage in, and I believe the Senate Republicans would be as well, any effort to reduce our state?s income tax,? Dix said. ?It really is a penalty on productivity and investment.?

Iowa City Democrat Sen. Joe Bolkcom called the speech ?fairly uninspired.?

?There?s not much new there,? said Bolkcom, who chairs the Senate?s Ways and Means Committee. ?I don?t see how we can improve Iowans? health care without embracing the Affordable Care Act and Medicaid expansion. The biggest issue going forward is the implementation of an insurance exchange and Medicaid expansion.?

Chris Hall, D-Sioux City, said Branstad?s push for property tax reform in conjunction with changes to the school aid funding formula could be beneficial to his district.

?We?re a property poor district, so we see the short end of the stick on the school aid funding formula,? he said. ?We have to leverage more property tax dollars to make up the final 12.5 percent that is not supplied by the state.?

He said a change to the formula could help close the gap.

Rep. Steve Olson, R-DeWitt, said the governor?s plan sits well, broadly speaking, with the House Republican caucus and his home district. Olson serves as speaker pro tem, the third-ranking member in the House, behind Speaker Kraig Paulsen of Hiawatha and Majority Leader Linda Upmeyer of Clear Lake.

?I think there are two things that will sit very well with our district. He talks about property tax reform, and that?s first and foremost in many of the folks? eyes,? Olson said. ?The other thing is education reform. We?ll have to see how that shakes out. It?s a big change, pretty quick.?

  • Permanently reduce commercial and industrial property tax values by 20 percent over a four-year period
  • Provide direct funding for local governments to replace 100 percent of the property tax revenue
  • Fully fund Homestead Tax Credit and the Elderly and Disabled Tax Credit
  • Permanently change school finance ?allowable growth? formula to make funding 100 percent state aid
  • Cut current 4 percent cap on valuation growth for residential property and agricultural land in half and apply to all property classes

  • Elevate teaching profession with new teacher leadership and compensation structure
  • Provides five career pathways to offer new professional opportunities
  • Recruit top students to become teachers by boosting beginning pay to $35,000 per year
  • Place teacher recruitment priority on hard-to-hire subjects, like math and science
  • Offer new college or career-ready seal that high school students may earn in addition to their diplomas

QUALITY OF LIFE

  • Enhance workforce skills to help unemployed, under-employed, or Iowans seeking better long-term careers
  • Provide $2 million to support medical residency programs

BOSTON (CBS) ? If you want to build a casino in Massachusetts, you have until the end of business Tuesday to hand in your application and a $400,000 non-refundable fee.

Then, the Massachusetts Gambling Commission will?begin the process of determining who will get the permits.

?We think we can award the slots license, the single slots parlor license somewhere in Massachusetts by the end of the summer,? Commission Chairman Steve Crosby told WBZ NewsRadio 1030.

?We expect to start awarding the casino licenses by the end of this year.?

They hope to hand out all three licenses by March of 2014.

So far, the commission has received seven applications. They could get as many as 11 by 5 p.m. Tuesday.

?This is the day we?ve been waiting for for nine months,? Crosby said.

ObamaCare's Health-Insurance Sticker Shock

Health-insurance premiums have been rising"?and consumers will experience another series of price shocks later this year when some see their premiums skyrocket thanks to the Affordable Care Act, aka ObamaCare.

The reason: The congressional Democrats who crafted the legislation ignored virtually every actuarial principle governing rational insurance pricing. Premiums will soon reflect that disregard"?indeed, premiums are already reflecting it.

Central to ObamaCare are requirements that health insurers (1) accept everyone who applies (guaranteed issue), (2) cannot charge more based on serious medical conditions (modified community rating), and (3) include numerous coverage mandates that force insurance to pay for many often uncovered medical conditions.

Guaranteed issue incentivizes people to forgo buying a policy until they get sick and need coverage (and then drop the policy after they get well). While ObamaCare imposes a financial penalty"?or is it a tax?"?to discourage people from gaming the system, it is too low to be a real disincentive. The result will be insurance pools that are smaller and sicker, and therefore more expensive.

How do we know these requirements will have such a negative impact on premiums? Eight states"?New Jersey, New York, Maine, New Hampshire, Washington, Kentucky, Vermont and Massachusetts"?enacted guaranteed issue and community rating in the mid-1990s and wrecked their individual (i.e., non-group) health-insurance markets. Premiums increased so much that Kentucky largely repealed its law in 2000 and some of the other states eventually modified their community-rating provisions.

States won't experience equal increases in their premiums under ObamaCare. Ironically, citizens in states that have acted responsibly over the years by adhering to standard actuarial principles and limiting the (often politically motivated) mandates will see the biggest increases, because their premiums have typically been the lowest.

Many actuaries, such as those in the international consulting firm Oliver Wyman, are now predicting an average increase of roughly 50% in premiums for some in the individual market for the same coverage. But that is an average. Large employer groups will be less affected, at least initially, because the law grandfathers in employers that self-insure. Small employers will likely see a significant increase, though not as large as the individual market, which will be the hardest hit.

We compared the average premiums in states that already have ObamaCare-like provisions in their laws and found that consumers in New Jersey, New York and Vermont already pay well over twice what citizens in many other states pay. Consumers in Maine and Massachusetts aren't far behind. Those states will likely see a small increase.

By contrast, Arizona, Arkansas, Georgia, Idaho, Iowa, Kentucky, Missouri, Ohio, Oklahoma, Tennessee, Utah, Wyoming and Virginia will likely see the largest increases"?somewhere between 65% and 100%. Another 18 states, including Texas and Michigan, could see their rates rise between 35% and 65%.

While ObamaCare won't take full effect until 2014, health-insurance premiums in the individual market are already rising, and not just because of routine increases in medical costs. Insurers are adjusting premiums now in anticipation of the guaranteed-issue and community-rating mandates starting next year. There are newly imposed mandates, such as the coverage for children up to age 26, and what qualifies as coverage is much more comprehensive and expensive. Consolidation in the hospital system has been accelerated by ObamaCare and its push for Accountable Care Organizations. This means insurers must negotiate in a less competitive hospital market.

Although President Obama repeatedly claimed that health-insurance premiums for a family would be $2,500 lower by the end of his first term, they are actually about $3,000 higher"?a spread of about $5,500 per family.

Health insurers have been understandably reluctant to discuss the coming price hikes that are driven by the Affordable Care Act. Mark Bertolini, CEO of Aetna, the country's third-largest health insurer, broke the silence on Dec. 12. "We're going to see some markets go up by as much as 100%," he told the company's annual investor conference in New York City.

Insurers know that the Obama administration will denounce the premium increases as the result of greedy health insurers, greedy doctors, greedy somebody. The Department of Health and Human Services will likely begin to threaten, arm-twist or investigate health insurers in an effort to force them into keeping their premiums more in line with Democratic promises"?just as HHS bureaucrats have already started doing when insurers want premium increases larger than 10%.

And that may work for a while. It certainly has in Massachusetts, where politicians, including then-Gov. Mitt Romney, made all the same cost-lowering promises about the state's 2006 prequel to ObamaCare that have yet to come true.

But unlike the federal government, health insurers can't run perpetual deficits. Something will have to give, which will likely open the door to making health insurance a public utility completely regulated by the government, or the left's real goal: a single-payer system.

Rancho Cucamonga dedicates Freedom Courtyard military memorial site

RANCHO CUCAMONGA - The community said a very big thank you to the nation's armed forces with the dedication of the Freedom Courtyard at Central Park on Saturday.

Located at the northern face of the park's community and senior center, northwest of Base Line Road and Milliken Avenue, Freedom Courtyard is a monument and reflection area to honor American service members.

It was created and funded through the efforts of a number of volunteers, private donors and the city.

"So many people gave their time, treasure,

hard-earned money and volunteer efforts," said Mayor Dennis Michael. "The city of Rancho Cucamonga is grateful to all who aided in making this project a reality."

Freedom Courtyard is expected to serve as a venue for Veterans Day and Memorial Day observances as well as be a place for people to honor and spend time with their loved ones who have served or are serving in the military.

Veterans and active service members now also have a place to reflect.

"It means all veterans will be remembered, past, present and future," said Jerry Doll, a Navy veteran and commander of the local Veterans of Foreign Wars post 8680. "Their families will have a place to communicate centrally."

The site features a fountain surrounded by five granite pillars with the emblems of the nation's military branches. There are military flags, a flag retirement urn, and a memory box where people can write personal messages to friends and loved ones. The letters are never read.

"I think we need to have more of these because there are a lot of boys that gave their lives so we could have a good life," said 81-year-old resident Joe Guerrero, a Korean War Army veteran .

Gold Star and Blue Star families as well as service members are honored at the courtyard by two 3-foot walls flanking the site's flags.

A highlight of Freedom Courtyard is a 6-foot bronze sculpture titled "Letters from Home" by Michigan sculptor Timothy Schmalz. It depicts a wife or mother looking out a window longingly for their on-duty loved one. On the other side of the window, a soldier in battle gear rests. The scene is framed through the wings of an eagle.

The monument and the dedication of the courtyard carries special significance for the mayor's parents, Lloyd and Marian Michael, whose wartime correspondence letters were stolen 40 years ago.

The Michaels' letters were returned to them by a Moreno Valley man shortly before they celebrated 70 years of marriage last month.

"It's so wonderful to see such a fabulous turnout," said Marian, who sent Lloyd daily letters while he was deployed to Europe as a P-47 fighter mechanic in the Army Air Corps. "It's very meaningful."

GHI Announces Doctoral Fellowship in International Business ...

The German Historical Institute, Washington, D.C., is now accepting applications for a fellowship in International Business History for up to five months with a term beginnng after April 1, 2013. Preference will be given to fellows whose projects fit into the GHI's research foci on transatlantic relations and the history of consumption. Comparative work is also strongly encouraged.

?? The fellow will be expected to be in residence at the GHI and participate in GHI activities and events. The fellow will have the opportunity to make use of the resources in the Washington, D.C., area, including the Library of Congress and the National Archives, while pursuing his or her own research agenda. Travel within the United States to work in other archives and libraries will also be possible.

?? The monthly stipend is ?1,700 for doctoral students from European institutions; students based at North American institutions will receive a stipend of $1,900. In addition, fellowship recipients based in Europe will receive reimbursement for their round-trip airfare to the United States. Applications may be written in either English or German; applicants should use the language in which they are most proficient. Applicants will be notified of the outcome approximately six weeks after the deadline.

No one doubts that China's reform and opening campaign has been powering the nation's economic miracle for some 35 years. But in the late 1980s, the campaign's direction was seriously challenged. China was on the verge of backtracking. It came close to reviving old norms of the planned economy. And then something happened.

At a critical moment, the nation's reform path was reaffirmed.

A close look at the events surrounding that historic period are worth reviewing. They show how China's new generation of leaders as well as the general public can work against the odds, yet tap the power of economic, political and social reforms ? the reform ingredients China needs to usher in the next era of economic development.

Part I: Paving the Way

On the morning of October 12, 1992, then-General Secretary Jiang Zemin delivered a seminal policy address at the 14th National Congress of the Chinese Communist Party. When it came time to discuss economic reform, Jiang departed somewhat from the script.

"Now that we have gained a deeper understanding of market forces in practice," he said, "we should state explicitly that the objective of economic reform is to establish a socialist market economy that will further liberate and expand productive forces."

The speech delivered at the Great Hall of the People in Beijing was met with thunderous applause. And it was significant for setting, finally and from that day forward, a clear goal for economic reform. This goal laid the foundation for the following two decades of economic progress. Even 88-year-old reform pioneer Deng Xiaoping applauded Jiang's words on that day as he sat in front of a TV set.

The party had not always enjoyed such unity based on a single direction for reform. From the late 1970s onward, the political elite frequently and contentiously debated whether to choose a centrally planned or a market economy. At the time, the expression "market economy" was still regularly dismissed as synonymous with capitalism.

During the late 1980s and early '90s, the political upheaval then affecting the Soviet bloc and the ultimate collapse of the Soviet Union led to further uncertainty about China's future. Moreover, these events intensified the nation's ideological debates over capitalism versus socialism.

Deng Xiaoping had made it clear, particularly after 1989, that in his mind China would never turn back nor abandon the reform and opening campaign. But his determination was challenged by the popular thinking of that time.

For example, many people thought that market-oriented reform was directly responsible for problems such as corruption and inflation. And many advocated returning to the doctrine of a centrally planned economy, with supplemental market adjustments, as proposed during the party's 12th National Congress in 1982.

During intense debates at party policy meetings, certain contradictory objectives of the reform and opening effort were exposed. Planned economy and market economy factions could not find a way to resolve their conflict. In the end, a preliminary consensus was reached and all sides agreed that China should pursue a "system that integrates planning with the market."

Nevertheless, with that consensus the party took a step backward from a policy position that "the government regulates the market and the market guides enterprises," which had been set at the 13th National Congress in 1987.

In 1989, China's economic growth slowed to an annual rate of 3.8 percent. It was the slowest growth since 1978, and it spurred Deng Xiaoping to action. He called for the party to pay attention to economic matters, and on March 3, 1991, he held private talks in his home with then-recently appointed General Secretary Jiang Zemin and other Politburo members.

"Many nations in this world have fallen, and the root cause has always been poor economic performance," Deng Xiaoping told the leaders. He went on to voice concerns about the potential consequences of slow growth: Unless the Chinese economy expanded at above 5 percent, he warned, the party would face not only economic but political problems as well.

Based on these economic considerations, Deng Xiaoping advocated a pragmatic approach and called for pressing forward with the reform and opening campaign. He also set aside controversies swirling around the differences between socialism and capitalism.

DALLAS (AP) ? Robert F. Kennedy Jr. is convinced that a lone gunman wasn't solely responsible for the assassination of his uncle, President John F. Kennedy, and said his father believed the Warren Commission report was a "shoddy piece of craftsmanship."

Kennedy and his sister, Rory, were interviewed by Charlie Rose on Friday night in front of an audience in Dallas as a year of observances begins for the 50th anniversary of the president's death.

Their uncle was killed on Nov. 22, 1963. Five years later, their father was assassinated in a Los Angeles hotel during his primary victory celebration.

Robert Kennedy said his father spent a year trying to come to grips with his brother's death. He said his read writings by Greek philosophers, Catholic scholars, poets and Henry David Thoreau "trying to figure out kind of the existential implications of why a just God would allow injustice to happen of the magnitude he was seeing."

He said his father believed the Warren Commission, which concluded Lee Harvey Oswald acted alone in killing the president, was a "shoddy piece of craftsmanship." He said that he, too, questioned the report.

"The evidence at this point is convincing that it wasn't a lone gunman," he said, but he didn't say what he believed may have happened.

The attorney and well-known environmentalist also told the audience light-hearted stories Friday about memories of his uncle.

As a young child with an interest in the environment, he recalled, he made an appointment with his uncle to speak with him in the Oval Office about pollution.

He'd even caught a salamander to present to the president, which unfortunately died before the meeting.

"He kept saying to me, 'It doesn't look well,'" Robert Kennedy recalled.

Hollywood mobsters helping mom-and-pop theaters

MIAMI BEACH, Fla. (AP) ? Some of Hollywood's big-name mobsters joined forces with a Florida-based non-profit Friday to help save small-town theaters.

Owners of small cinemas across the country must switch from 35 mm film to digital ? or go silent. The conversion requires new projection equipment, computers and a sound system that can average around $70,000 per screen.

"We tried very hard to raise the money that we need to convert, but we could only come up with a fraction of the cost," said Rachel Daddezio with Cinema Saver in Endicott, NY. "We received so many stories of what our theater means to the community, how families wouldn't be able to go out if we weren't there."

Daddezio was presented Friday with a new screen, projector and processor for the theater with the help of Save America's Cinemas, a non-profit started less than a year ago by Water T. Shaw.

"They don't have a roller rink or bowling alley in some of these communities," said the filmmaker and former jewel thief for the mafia. "All they have is these theaters. Now we want to take that away from them? I'm not going to let that happen."

Shaw turned to his "Goodfellas" friends to do good: Tony (Paulie Walnuts) Sirico and Vincent (Big Pussy) Pastore of "The Sopranos" and Mike Starr and Debi Mazar from "Goodfellas."

"Going to the movies for me was a family experience," Mazar told the audience. "It made me become an actor. It's really a shame that we are losing these beautiful theaters. We can't stop time from marching forward, it's a modern world," but "these cinemas need our help."

About 67 percent of the nation's 5,750 theaters have switched to all-digital equipment, said Patrick Corcoran, a spokesman for the National Association of Theater Owners. But while the big chains can afford the digital transition, smaller theaters are forced to open a bank loan or turn to the community for help with paying for the equipment. Others hand over the keys to not-for-profits in the hopes of saving the town's main attraction.

Shaw said about 60 cinemas have reached out to him for help and he has committed to saving at least 400 theaters. It is not known how many small-town theaters have closed down since the switch to digital began with the 1999 release of "Star Wars Episode I: The Phantom Menace." But for Cinema Saver, which needs $200,000 to convert the five auditoriums in its one location, the new equipment with the help from Save America's Cinemas is a good start.

"It's a small town, but it means a lot to the community," Daddezio said.

CIA officials invisible at Washington premiere of bin Laden film

WASHINGTON (Reuters) - There were journalists in droves, glasses of wine proffered by waiters and hors d'oeuvres devised by celebrity chef Wolfgang Puck at the Washington premiere of a movie about the CIA, but prominent agency officials were nowhere to be seen.

Although official records show the spy agency cooperated generously with the makers of "Zero Dark Thirty," which dramatizes the 10-year hunt for Osama bin Laden, the movie's graphic depictions of torture have made it a political hot potato of the kind Washington thrives on but which mystifies Hollywood.

Senator Dianne Feinstein, who chairs the Senate Intelligence Committee, is among those attacking the film, which in its opening scenes suggests the interrogation methods produced information that helped the CIA find bin Laden.

Feinstein's committee has launched a review of CIA dealings with the film's director Kathryn Bigelow and screenwriter Mark Boal.

Introducing the film on Tuesday evening, Bigelow said the Capitol Hill criticism was, "First of all...surprising, but I also respect their opinions and I think that unfortunately the film was kind of mischaracterized."

Boal mused about the fuss over a movie that has not even opened yet in theaters nationwide and noted the movie makes clear that many different intelligence-gathering methods led to the discovery of bin Laden's compound in Abbottabad, Pakistan.

Outside the premiere, at Washington's Newseum on Pennsylvania Avenue between Capitol Hill and the White House, a line of protesters dressed as detainees in orange jumpsuits and black hoods, held signs denouncing torture.

"Zero Dark Thirty" is not unkind to the CIA: it shows the extraordinary lengths operatives and analysts went to find the al Qaeda chief, with several dying during the manhunt.

A person close to the filmmakers confirmed that invitations to the screening had been sent to CIA officials but it was not apparent that any had attended.

The CIA had no immediate comment.

The absence of identifiable CIA officials at the event contrasted sharply with the audience at a Washington screening in October of "Argo," which depicts how agency operatives and Canadian diplomats smuggled a group of U.S. diplomats out of Tehran during the 1979-1981 Iran hostage crisis.

The Argo premier was attended by then CIA director David Petraeus, his deputy (and current acting CIA chief) Michael Morell as well as other senior intelligence officials. Pictures of Petraeus with the actor Bryan Cranston are posted on the Internet.

One U.S. official familiar with the matter said because of the political heat surrounding "Zero Dark Thirty," intelligence officials who were invited probably opted to stay home.

"Given all the political nonsense surrounding the movie, folks likely decided to wait for it to come out on cable on-demand," the official said.

The CIA wasn't always so stand-offish toward the movie.

Agency documents released to the conservative group Judicial Watch showed that senior officials at both the CIA and the Pentagon, including Morell and Michael Vickers, now the Pentagon's intelligence chief, met with Bigelow and Boal while they were developing the film.

Of course, no one can say there were no spies in the audience on Tuesday night. They could have been under cover.

California Pleas for End to Feds' Control of Prisons

Gov. Jerry Brown's declaration Tuesday that California has solved its prison overcrowding problem is part of a bold move to wrest control of the nation's largest corrections system back from the federal courts and their appointed overseers.

But experts say there is a slim chance of that.

"I think the court will respond very negatively," said Joan Petersilia, a Stanford Law School professor and former corrections adviser to Gov. Arnold Schwarzenegger. "I would be very surprised if they moved an inch."

Nevertheless, the Brown administration filed documents in Sacramento and San Francisco courts late Monday seeking to end federal control of inmate health care in the state's 33 adult prisons and to lift a mandate that the state reduce its inmate population to about 110,000 prisoners.

Striking a defiant tone at a Capitol news conference Tuesday, Brown insisted that reforms have given California "one of the finest prison systems in the United States" and that "the job is now complete."

"We can run our own prisons, and by God let those judges give us our prisons back," he stated. "We'll run them right."

The power that federal judges exercise over state prisons is "intrusive," no longer necessary and "nit-picky," he said.

California's prison system, currently housing 133,000 inmates, has been operating under court oversight to one degree or another for more than 25 years, primarily through two long-running class-action lawsuits.

One is filed in Sacramento on behalf of all seriously mentally ill inmates and the other in San Francisco on behalf of physically ill inmates.

U.S. District Judge Lawrence K. Karlton in Sacramento controls the care of mental patients through his appointed special master. U.S. District Judge Thelton E. Henderson of San Francisco controls the care of physically ill inmates through his appointed receiver.

All of this, in 2009, led to a finding by a three-judge court composed of Karlton, Henderson and 9th U.S. Circuit Court Judge Stephen Reinhardt that chronic overcrowding -- at one point hitting 202 percent of designed capacity and resulting in warehousing inmates in gyms and other open areas -- had reduced health care to an unconstitutional level, sometimes fatally.

Brown contends that most of those problems have been corrected and that the state cannot reduce inmate populations further without releasing convicted murderers and other violent felons. But the lead attorney for the inmates said the state's claims are false.

"There's no factual basis for saying everything has been fixed," attorney Michael Bien said. "I'm frankly disappointed because we've been spending decades working with the state to try and fix these problems and they're not fixed. "We're about to enter into a war."

At the heart of the issue is the number of inmates the state is keeping in prison. In 2006, about 162,500 inmates were held in state prisons, more than twice as many as the system was designed to house. About 9,000 more were in work camps or out-of-state prisons.

Following a non-jury trial, the three-judge panel declared that conditions in the prisons were horrific and that the state must reduce the population to 137.5 percent of capacity, about 110,000 inmates, by June 2013.

California officials fought the order to the U.S. Supreme Court, but the high court sided with the three-judge panel. The state then began a concerted effort to dramatically reduce prison populations.

Since 2006, corrections officials say they have cut inmate populations by almost 42,000 through a series of parole reforms and a realignment program that shifted the responsibility for nearly 25,000 offenders deemed nonviolent and nonserious to the counties.

State officials contend no inmates have been released early to alleviate overcrowding, and that the realignment program has helped drop the prison populations to about 145 percent of capacity.

That is as low as the state can or needs to go, Brown's administration contends, saying that trying to get to 137.5 percent of capacity could result in "outright early releases of thousands of inmates convicted of murder or other serious felonies."

In addition to saying the overcrowding problem is solved, Brown signed a proclamation Tuesday ending the emergency Schwarzenegger declared in 2006 that allowed thousands of inmates to be sent to out-of-state prisons. Brown said the 8,900 inmates housed outside California will begin to be returned starting in July.

That move could complicate inmate reduction efforts but will reward a key Brown constituency: the prison guards union that has supported him and could realize additional jobs from the return of those prisoners.

The governor said his message to the courts is simple: "We've got it. Enough already."

Brown's stance won immediate support from Senate President Pro Tem Darrell Steinberg, D-Sacramento.

"Our public safety realignment process is a well-planned and thoughtful path toward reducing our state prison population, and to this point we've been able to reduce the prison population without early release of serious and violent inmates," Steinberg said.

"Any further reduction forced upon us by a federal court will create a serious and unnecessary risk to the safety of Californians."

In the state's court filings, lawyers took pains to portray the overcrowding crisis as solved. While the U.S. Supreme Court included stark photographs of jammed gymnasiums and day rooms in its 2011 opinion upholding the court-ordered population reductions, the state included photos of the same rooms in the new filings showing basketball courts and other areas empty of beds and being used for recreation and other original purposes.

State lawyers noted that construction of additional prison cells and installation of more hospital beds is nearing completion and will continue to alleviate crowding.

Experts say the progress is noteworthy.

"I think most of us watching are actually quite pleased with the extent to which California has reduced its population," said Petersilia, the Stanford law professor. "It's absolutely true that no state in the history of the United States ever had such a dramatic reduction in its prison population, so going from 172,000 to 133,000 is progress at some level."

She added, however, that there is not enough known about the inmates who remain in prison and whether they pose a threat to the public if released.

The final say on what happens with the state's prisons still rests with the federal courts, and inmate advocates made it clear Tuesday that they intend to vigorously oppose the administration's motions to dismiss the class actions.

"It is foolish to suggest that the over-incarceration crisis in California is over," said Will Matthews, a spokesman for the American Civil Liberties Union, which has been pushing for sentencing reform to help address overcrowding. "We're at 145 percent of capacity and that number speaks to the reality that the governor apparently is not willing to face."

Hints of new dark force seen in galactic smash-ups

Colliding clusters of galaxies may hold clues to a mysterious dark force at work in the universe. This force would act only on invisible dark matter, the enigmatic stuff that makes up 86 per cent of the mass in the universe.

Dark matter famously refuses to interact with ordinary matter except via gravity, so theorists had assumed that its particles would be just as aloof with each other. But new observations suggest that dark matter interacts significantly with itself, while leaving regular matter out of the conversation.

"There could be a whole class of dark particles that don't interact with normal matter but do interact with themselves," says James Bullock of the University of California, Irvine. "Dark matter could be doing all sorts of interesting things, and we'd never know."

Some of the best evidence for dark matter's existence came from the Bullet clusterMovie Camera, a smash-up in which a small galaxy cluster plunged through a larger one about 100 million years ago. Separated by hundreds of light years, the individual galaxies sailed right past each other, and the two clusters parted ways. But intergalactic gas collided and pooled on the trailing ends of each cluster.

Mass maps of the Bullet cluster showed that dark matter stayed in line with the galaxies instead of pooling with the gas, proving that it can separate from ordinary matter. This also hinted that dark matter wasn't interacting with itself, and was affected by gravity alone.

Last year William Dawson of the University of California, Davis and colleagues found an older set of clusters seen about 700 million years after their collision. Nicknamed the Musket Ball cluster, this smash-up told a different tale. When Dawson's team analysed the concentration of matter in the Musket Ball, they found that galaxies are separated from dark matter by about 19,000 light years.

"The galaxies outrun the dark matter. That's what creates the offset," Dawson said. "This is fitting that picture of self-interacting dark matter." If dark matter particles do interact, perhaps via a dark force, they would slow down like the gas.

This new picture could solve some outstanding mysteries in cosmology, Dawson said this week during a meeting of the American Astronomical Society in Long Beach, California. Non-interacting dark matter should sink to the cores of star clusters and dwarf galaxies, but observations show that it is more evenly distributed. If it interacts with itself, it could puff up and spread outward like a gas.

So why doesn't the Bullet cluster show the same separation between dark matter and galaxies? Dawson thinks it's a question of age ? dark matter in the younger Bullet simply hasn't had time to separate.

The idea complements a previous study that saw evidence for dark forces at work in the Bullet cluster. In 2007 Glennys Farrar of New York University and colleagues said that the smaller cluster was moving too fast for gravity alone to be responsible. They suggested that some mysterious force related to dark matter might be hurrying it along.

Still, two clusters is not a lot to go on. Dawson, Bullock and colleagues are following up with about 20 more galactic collisions to see if they show any unusual behaviours. "I really think that we're almost to the point where we have enough observational data in hand," Dawson said. "We could close the book on self-interacting dark matter."

If the new force does exist, we might soon be able to see its effects on things influenced by dark matter, such as the behavior of black holes or the masses of the first stars, says Douglas Finkbeiner of Harvard University in Cambridge, Massachusetts, who was not involved in the new study.

"The simple thing isn't always the right thing, so I really appreciate that Will is trying to look into these other possibilities," he says.

Louis Strigari of Stanford University in California agrees. "Self-interacting dark matter is worth pursuing because we're still very ignorant," he said. "We're desperate to understand what dark matter is, so any new window is welcome."
