Taken For a Ride: Is Dealership Financing Ever Worth It? - Financial ...

So you?re finally in the market for a new car and fantasized about how good you?ll look behind the steering wheel as you drive off the lot in those shiny new wheels. And you?ve probably rehearsed in your head exactly how your auto loan will go down when you march onto the sales floor, take charge and show them exactly how dealership financing is done.

But soon it becomes painfully evident that financing a car isn?t the leisurely drive in the country you hoped it would be, filled with roadblocks, dead ends, wrong turns and a confusing one-way street of MSRPs, APRs and ADMs that no GPS can make heads or tails of.

Combined with the unenviable task of negotiating with the manipulative methods employed by dealerships on naive buyers, it?s enough to make us want to get back into our clunky, battered beaters and chug and stall our way back home in search of some alternative to securing a new ride.

To finance through a dealer or bank?that is the question. And it?s a query whose answer should become clearer with just a few simple considerations over the pros and cons. Whether you?re looking for new or used, contemporary or classic, there?s a car out there for everyone, and a myriad of affordable ways to pay for it.

Why Is Dealership Financing So Expensive?

Let?s face it, cars are a depreciating commodity and begin to lose their value the moment rubber hits road. That?s why finding a good deal on one is important since the majority of your new car?s life will be spent paying it off. So why does it feel like haggling with a dealer is an exercise in diminishing returns?

Simply put, dealers need to make a profit, and that means a big push on the consumer to pay more money beyond the Manufacturer?s Standard Retail Price. Keep in mind some of the additional dealer markups?or ADMs?thrown at the consumer, and you can avoid paying more for your new car than it?s worth.

ADMs

They take many forms unbeknownst to the customer. Before you know it, that $19,000 economy family sedan is creeping into sports car territory with tacked-on extras like VIN etching, exterior and undercarriage rust proofing, Fort Knox-level security systems and some newfangled, special polyurethane-coated, upholstery protective sealant.

There are also other, more straightforward expenses put forth by the dealer, like destination and delivery fees, and sales taxes, that can jack the price of a car sky high.

Rate markups

It?s hard to ignore the ?Zero down, 0% APR financing? stickers plastered across the windows and banners of your local dealership. But many hopeful car owners waltz into dealerships with the assumption that the advertised rate is exactly what they?ll get?only to receive a rude wake-up call.

The Consumer Federation of America, for example, says that only 15 percent of car buyers qualify for this Holy Grail of car incentives; people with even the most respectable of credit scores may get saddled with a mediocre interest rate, or higher.

Car buying guide CarClicks says that one reason for interest rate hikes is simple: The difference between how much dealers ?sell? their cars for and the price at which they ?buy? them from the bank, is marked up for their profit margin.

A car dealer may also encourage prospective buyers to configure their payments with a higher amount of interest towards the start of the loan than there is towards the finish. Sign up for a 72- or 84-month finance plan, and that time may never come, especially if you?ve been convinced to buy more car than you can afford?think Lamborghini on a Kia budget.

According to a 2011 study by the Center for Responsible Lending, motorists who financed their new cars through a dealership will end up paying over $25.8 billion in interest rate markups for the duration of their loan agreements. That?s an increase of $714 per consumer, or 2.47 percent. Is it any wonder why U.S. vehicle sales, according to the Center, declined over 20 percent between 2007 and 2009?

Play the Car Game

Buying a car is like poker. Dealers have plenty of tricks up their sleeves to mark up their automobiles. They succeed because consumers enter showrooms unprepared and naive.

That proud owner of a new personal luxury car won?t feel so great the following day when realizing that they didn?t sign a contract amidst all the excitement and flash. Others who don?t verify their own credit scores first may lock themselves into a bogus payment plan that could have been avoided beforehand.

Fortunately, with all the aces in your corner, there are alternatives to circumnavigating the dealer and securing a sweet deal on the car that you want.

Take it to the bank

You?ve built up a relationship with your local banker for other financing needs; why not pursue a bank car loan?

Like a trusted family member or friend, your banker already knows you personally and can provide you personal service. They also have no stake in making a profit off the car like the dealer. Thus, a bank can give you more honest, objective feedback on your credit score, and if the dealer is overcharging you.

As far as your loan, taking it to the bank can simplify the car buying process?financial institutions, rather than dealers, may offer other incentives like discounted life or disability insurance. Plus, bank car loans can be secured as basic interest loans, which means a steady interest rate over the life of the loan.

Credit to unions

Credit unions are another ancillary option to buying a vehicle, and like a bank, a sort of user-friendly go-between for you and the dealer. Because credit unions are not-for-profit, they also have no direct investment in nailing the sale like a dealer salesman would, which means they can help you find a better, more competitive interest rate. (Sixty months is one heck of a long time to pay off a 9% loan.) Plus, similar to banking institutions, credit unions are known for their ubiquity and accessibility.

Don?t be ashamed to tell your dealer you want to seek an alternate financing approach. Joe Greenwald, a VP of marketing and communications for Credit Union Direct, says that signing on with a credit union is a simple as breaking the news to your car dealer. Greenwald suggests to research your local credit unions to find which one works best for your needs.

?It is usually easier to just tell the dealer you want to finance your car through your credit union. While the dealer may be motivated to use another financing source you, the buyer, have the final say if the dealer wants to sell the car,? he said. ?If you?re not already a member at a credit union, many dealers can get you signed up with a credit union right at the dealership.?

Home equity

Another, albeit riskier, option is to finance your new car with a home equity loan. There is a big perk: Secure that low interest rate on your loan and you could get a tax break from it.

But beware! Home equity loans can endanger your domicile. Experts advise never to borrow more than the value of your home?in a financial crunch, you could stand to lose your car and your house at once.

When Dealership Financing Makes Sense

In a word, convenience. If you can stand to jump through their hoops and avoid sticking to the red tape, dealership financing is the most convenient and straightforward option, allowing you to view, test drive and buy a car in one simple location.

Customers with solid credit histories and good negotiation skills will benefit the most from buying through this plan, and, with so many dealers in your area, the average car buyer is bound to find a good deal with some savvy searching.

Rebates, cash-back offers and special trade-in deals are also great incentives for visiting a car dealer, and can greatly reduce the amount of your monthly car payment.

Use your head

Think with your head, not your heart, before whipping out your wallet at a car dealership. A new car is more than just a one-time purchase?it?s a long-term financial commitment that deserves great consideration before taking the plunge.

Don?t settle for any less than the best deal you can acquire. Fortunately, between the variety of car dealers, banks, credit unions and other available options, you?ll soon be one with the highway, burning up rubber instead of cash.

Raising the Dead: New Species of Life Resurrected from Ancient Andean Tomb

Ecuadorian scientists have revived a new species of yeast from pre-Incan tomb, illuminating prehistoric life

QUITO, ECUADOR?Long before the Spanish conquered the Incas in 1533, and centuries before the Incas inhabited this area, the present-day site of Quito International Airport was a marshy lake surrounded by Indian settlements?the Quitus on one shore and the Ipias on the other. Between A.D. 200 and 800 these cultures prospered here, fishing the lake, growing corn, beans and potatoes in the fertile soil, and fermenting an alcoholic drink?chicha?made of a watery corn broth.

In 1980, while clearing land for new construction in a warren of graffiti-covered cinderblock shanties bristling with barbwire and defended by concrete walls tipped with broken glass, workers scraped open a tomb that had been hidden for over a millennium beneath the ramshackle neighborhood. Then, nine more deep-welled tombs were uncovered in the volcanic rock, each containing about 20 bodies. The walls of the shafts were lined with Quitus remains, each one crouched in the fetal position, clothed in the finest textile, adorned with gold jewelry, and surrounded by pottery containing offerings of food and chicha for the afterlife.

Yeast biologist Javier Carvajal Barriga, of the Pontificia Universidad Cat?lica del Ecuador in Quito, collected scrapings from inside large, torpedo-shaped clay fermentation vessels taken from one of the tombs in an attempt to recover microbes that had fermented the ancient chicha and, if possible, revive them.

Under the sterile conditions of his laboratory, he scratched away the surface layers from inside the fermentation vessels hoping to collect yeast trapped deep in the pottery's pores. Using a special method that he devised to humidify the desiccated cells, repair their damaged membranes, and jump-start their arrested metabolisms, he coaxed a community of yeasts, which had lain dormant in the entombed vessels since A.D. 680, back to life. Carvajal says he resurrected "a consortium of yeasts" from the containers, but none of the yeasts were? Saccharomyces cerevisiae?the type used in modern fermentation. They were primarily strains of the genus Candida, closely related to the well-known yeast that causes skin and vaginal infections. But careful genetic analysis showed that two strains of yeast were a new species of Candida, which he named C. theae, meaning "tea."

These findings confirm 16th-century reports of how indigenous people in the Ecuadorian Andes fermented their chicha. According to Spanish chroniclers, Inca Indians initiated fermentation using animal bones, human saliva and even human feces.

"The most closely related species to C. theae are C. orthopsilosis, C. metapsilosis and C. parapsilosis, all of which are found in human saliva and feces," Carvajal says.? Indeed he found human-associated C. parapsilosis, along with C. tropicalis, among the community of yeast in the ancient fermentation vessels. C. parapsilosis is the second-most commonly isolated pathogenic species of Candida infecting people. "Also [there are] the Crytococcus saitoi and C. laurentii that are related to respiratory diseases. They [the Quitus] were chewing and spitting the corn [into the fermentation vessels], so we can assume this population probably had some respiratory problems caused by pathogenic yeasts."

(AP) ? It's the typical tale of doomed Carnival romance: Boy spots girl in the sweaty crush of a street party. Moments later, they're locked in a passionate embrace. Then the crowd surges, and the human tide wrenches them apart, forever.

But this Carnival, there's hope for romances thus thwarted.

A blog offers star-crossed lovers the chance to find one another again. Called "Little Leopard, Where Are You?" in a coy reference to the kinds of colorful costumes Carnival revelers sport, the blog compiles emails from heartsick revelers seeking their lost crushes.

Rio's Carnival, which jammed into high gear on Saturday, is fertile terrain for romance and heartbreak: a five-day-long Bacchanalia where the music blasts, the alcohol flows and millions of barely dressed bodies press together into a pulsing, sweating, beer-guzzling mass of humanity where many have but one goal: To kiss as many partners as possible.

Popular wisdom has it that the celebrations are perilous for couples, though in truth probably as many marriages get their start during Carnival as end because of it.

The mission of "Little Leopard" is to tip the balance in favor of the former.

The blog's postings describe foiled encounters, giving as many identifying details as possible about the sought-after would-be lover. Each gives the seeker's email address and ends with a plaintive "Where are you?"

The blog reads like a compendium of the Murphy's Law of romance: Slips of paper with the precious digits, lost. Rendezvous missed due to snarled traffic or a faulty alarm clock. Simple shyness that keeps the right questions from being asked.

A typical posting goes something like this:

"I wasn't drunk, but I had a vision at Boitata," reads one entry, referring to one of Rio's more than 400 street parties, where as many as 2 million people converge to dance, drink and snog in the streets. "He was gorgeous, with curly hair, dressed as the Little Prince ... He was alone, maybe drunk, but his dancing was so joyful that he looked like a miracle. I was so entranced by his beauty that I didn't even dare get close. In a second, he disappeared.

"Did anyone see the Little Prince? Photos, information? Does he even exist?" the posting reads. "Little Prince, where are you?"

The brainchild of a blogger identified only as Lucy in the Sky with Diamonds, "Little Leopard" was born last year as part of her bid to locate her own lost Carnival crush.

They crossed paths at "Sergento Pimenta," or "Sergeant Pepper," a wildly successful Beetles-themed street party. They kissed. Overwhelmed, she walked away without giving him her number or even her name.

Lucy soon decided to track him down. But she had precious little information to go on: only that he had been sporting a leopard-spotted headband.

The blog already has helped put several Carnival couples back in touch, Lucy reported in a recent post. Still, her leopard has remained elusive.

"He still hasn't showed up," she wrote. "I've kind of lost hope, but I'm having fun with the blog. That's what matters."

Revelers at the early morning "Ceu na Terra" or "Heaven on Earth" party in Rio's historic Santa Teresa neighbor were split on the usefulness of the blog.

"I think it's cool because sometimes you meet cool people during Carnival, but because of circumstances, you lose track of them," said Miriam Magalhoes, an 18-year-old student whose French sailor costume matched her that of her boyfriend. The couple, who met just after last year's Carnival, stood kissing in their sailor stripes, a red and white island in the middle of the sea of humanity that surged around them.

Language teacher Martin Berge ? who brandished a sign reading "On sale: French kisses" ? agreed that "Little Leopard" could prove useful.

"With the amount of business I do during Carnival, I could end up in a lot of the postings," said the 25-year-old, though he added, "I don't always sell kisses. Sometimes I give them away for free and other times there's a lot of negotiation before we strike a deal on the price."

The crowd roared, whistled and cat-called over the band's booming drumbeat as Berge placed a gratuitous kiss smack on the lips of a reluctant leopard-clad reveler.

But for Irene Ribeira, the whole concept of the blog defeats the purpose of Carnival.

"I think it's a bad idea. If the person wanted to see you after Carnival, he would get your number," said the 23-year-old, dripping under her synthetic wig and clown's face-paint. "I mean, what happened, happened. That's the spirit of Carnival."

Obama courts dueling industries after piracy flap (Reuters)

LOS ANGELES (Reuters) ? President Barack Obama traveled to California on Wednesday in the wake of an anti-piracy fight that pitted Hollywood against Silicon Valley, looking to smooth feathers and charm both sectors that are vital to his re-election campaign.

Obama was careful not to mention the sensitive intellectual property issue in his public remarks to evening fundraisers in Los Angeles that drew Hollywood stars, including George Clooney.

But behind closed doors, the president was expected to face pointed questions about anti-piracy bills supported by the film industry that fell apart in Congress last month after White House officials raised concerns about them.

Hollywood studios and unions are among Obama's most steadfast supporters - among his top donors is producer Steven Spielberg - and they have strongly backed the Stop Online Piracy Act and Protect IP Act as a means of giving teeth to a U.S. crackdown on stolen material sold on foreign websites.

But three top aides to the president warned in a mid-January blog post the legislation reached too far and could hurt free speech, adding to criticism voiced by tech firms including Google and helping derail the bills on Capitol Hill.

With his California fundraising swing, Obama is seeking to reassure Hollywood titans he understands their piracy worries and will not side with Silicon Valley at all costs, while also seeking to raise money from the tech sector.

White House spokesman Jay Carney told reporters on Air Force One on Wednesday that Obama "enjoys support from people in both industries" and was committed to finding a way to crack down on intellectual property theft while shielding online freedom.

"It's a both/and, not an either/or proposition," he said.

The entertainment and tech sectors dominate the Californian economy, the biggest state economy in the United States and the ninth largest in the world, ahead of India, Canada, Russia and Spain.

THREE-DAY TOUR

How the industries allocate campaign funds could be pivotal to the November 6 vote, and both sectors are expected to maintain a strong lobbying presence in Washington in light of Congress' focus on issues like Internet privacy, counterfeiting and cyber threats.

Obama raised an estimated $3 million at Wednesday evening's twinned fundraising events, held outside and inside the elaborate home of soap opera producer Bradley Bell.

In his remarks to the outdoor event featuring actors Jack Black and Rashida Jones and the rock band Foo Fighters, Obama repeated several times "We've got more work to do" as president - a sentiment certain to underline his re-election campaigning this year.

"We're not done," he told the cheering crowd of 1,000, who paid $250 to $500 to attend.

The 80 people dining inside with Obama paid $35,800 a plate, with the funds raised going to his re-election campaign and the Democratic National Committee.

Obama acknowledged in his remarks during the event, which was open to the media until the question-and-answer session started, that there was unfinished business from his 2008 promises.

Listing the still-open U.S. military base in Guantanamo Bay, Cuba, the ongoing war in Afghanistan, lingering housing market weakness and continuing climate-change pressures, Obama said he was determined to keep pursuing his agenda.

"One of the things that has happened over the last three years is the recognition that nothing beats persistence," he said in his appeal for support as the November election nears.

The president is staying the night in Los Angeles at the Beverly Hilton, where pop star Whitney Houston died last week.

On Thursday, he will attend more campaign events in Corona Del Mar and San Francisco, a computing and Internet sector hub. He ends his three-day tour with a fundraiser in the Seattle area on Friday after a visit to Boeing.

The Democrat is well ahead of his White House rivals in filling his campaign chest, including Republican front-runner Mitt Romney, according to federal election filings.

Insurers stuck with cost of Obama birth-control plan (Reuters)

(Reuters) ? President Barack Obama's compromise on free birth control coverage left health insurers stuck with the bill, sparking worries over the precedent set by the new policy.

Obama on Friday made insurers responsible for providing free birth control to employees of religious groups, aiming to placate outraged leaders of the Catholic church who oppose contraception and to defuse an election-year landmine.

Free birth control is mandated under Obama's 2010 healthcare law. The administration has exempted houses of worship from the rule, but requires the coverage be made available to employees of religiously affiliated organizations such as hospitals and universities.

Providing free birth control is not expected to hurt profits for the multibillion dollar insurance industry. But insurance companies questioned the principle of making them pay for coverage with no clear way to recoup the expense.

"We are concerned about the precedent this proposed rule would set," said Robert Zirkelbach, spokesman for America's Health Insurance Plans, the industry's trade group. "As we learn more about how this rule would be operationalized, we will provide comments through the regulatory process."

Zirkelbach said insurers "have long offered contraceptive coverage to employers as part of comprehensive, preventive benefits that aim to improve patient health and reduce health care cost growth."

Employers who have signed on for such health plans in the past paid part of the cost of birth control prescriptions, while their employees also bore some expense through co-payments.

An Obama administration official said the new policy would not allow health insurers to increase their premiums, charge co-payments or deductibles to make up for the cost of contraceptives.

The National Organization of Women estimates that nearly 3 million employees of religious groups and their dependents are affected by the birth control policy. U.S. Catholic institutions like colleges and hospitals are estimated to employ over 630,000 people.

PRIME TARGET

Health insurers were a prime political target of the Obama administration as it sought to rally momentum behind the healthcare law, which aims to extend affordable insurance coverage to millions more Americans.

The law has added oversight of the industry's premium rate increases and forced insurers to pay the lion's share of their premium revenue on medical care rather than administrative costs. It also prohibits insurers from turning away patients with pre-existing conditions.

In the case of the new requirement on free birth control, insurers may still seek less obvious ways to pass it through, either to the same employers or other corporate clients.

Thomas Carroll, an analyst who covers health insurance companies for Stifel Nicolaus, said that, "in the grand scheme of things, it doesn't seem like a material cost to be added to the managed care company or the employer."

"Any services that are mandated are ultimately covered in the premium, either to the specific group or to the system in general," Carroll said.

Aetna, the third-largest U.S. health insurer, said it would comply with the policy, but needed, "to study the mechanics of this unprecedented decision before we can understand how it will be implemented and how it will impact our customers."

An Aetna spokeswoman said the company, "did not have any direct input into the actual policy decisions that were made."

The administration says insurers should ultimately make up any initial costs by avoiding expenses associated with unintended pregnancies.

That view was echoed by Wendell Potter, former top spokesman for insurer Cigna Corp who is now an industry critic.

"Providing contraception, even for free, is cost-effective for insurers so I don't think they'll balk," he said, adding it could even save them money in the long run.

"It may add a little administrative complexity to what they do, but they can deal with it."

Euro ministers cold on deal to bail out Greece (AP)

BRUSSELS ? Just hours after Greece gave in to painful new job and spending cuts, European ministers declared Thursday that Athens didn't go far enough and demanded more within a week in exchange for a euro130 billion ($170 billion) bailout to stave off bankruptcy.

The ministers gave the debt-ridden country until the middle of next week to find an extra euro325 million ($430 million) in savings, pass the cuts through a divided parliament, and get written guarantees that they will be implemented even after the elections of a new government in April, said Jean-Claude Juncker, the Luxembourg prime minister who chaired Thursday's meeting of finance chiefs of the 17 euro countries.

The new austerity plan, which makes sharp cuts to the minimum wage and thousands of public-sector jobs, ignited fresh criticism from unions and the country's deputy labor minister, who resigned in protest after Greece agreed to the deal. Even debt inspectors conceded that the new measures would keep the country in a recession for a fifth straight year.

But Greece's finance minister warned that the alternative will likely be worse.

"Unfortunately the choice we face is one of sacrifice or even greater sacrifice ? on a scale that cannot be compared," Evangelos Venizelos told reporters, after the meeting with ministers from the 16 other countries that use the euro.

Other European officials warned that more severe steps still might be necessary.

"Greece still has its homework cut out," Jan Kees de Jager, the Dutch finance minister, said after the meeting. "A lot of measures need to be clarified and taken."

A European official said earlier he still saw 10 to 15 issues before the deal could be concluded, including doubts that Greece could lower its debt level down to 120 percent of its annual economic output by 2020 and that labor market reforms would restore the country's competitiveness. The official spoke on condition of anonymity because of the sensitivity of the negotiations.

On top of that, the ministers were seriously considering a plan proposed by France and Germany to force Greece to set up a separate account dedicated to repaying its debt, said Olli Rehn, the EU'e economic affairs commissioner.

Such an account would be an unprecedented intrusion into the fiscal affairs of a sovereign state in Europe. The plan underlines the frustration that has built up in the eurozone over Greece's slow reforms over the past two years.

Rehn, calling it a "relevant possibility," did not say whether only money from the bailout would be channeled into the account, or whether it would also contain Greek tax revenue.

Greece is under immense pressure to reach a rescue deal. On March 20, it has to redeem euro14.5 billion ($19.3 billion) in bonds ? money which it doesn't have. The country's total debt is euro350 billion ($464 billion) ? equivalent to 160 percent of its annual economic output ? and unsustainable even for a healthier economy.

Greek Prime Minister Lucas Papademos earlier Thursday said that all major party leaders in the country's coalition government had backed the latest round of cuts, including a 22 percent cut in the minimum wage, firings of 15,000 civil servants and an end to dozens of job guarantee provisions.

The support of all major parties was a key demand from Greece's international creditors ? but European ministers indicated that they still needed written assurance from the political leaders before Wednesday, when the ministers planned to meet again.

Once all the demands have been fulfilled, the eurozone will give Greece the green light to start implementing a separate bond swap deal with banks and other private investors designed to slice some euro100 billion ($132 billion) off Greece's debt load.

Rehn indicated that the eurozone was relatively content with that deal, but reserved final approval until Wednesday. The swap deal will see investors exchange their old bonds for new ones with half the face value, lower interest rates and longer repayment deadlines. It has to be launched quickly since it is expected to take several weeks to complete.

A forced bankruptcy would likely lead to Greece's exit from the euro common currency, a situation European officials say would hurt other weak countries like Portugal, Ireland and Italy. Financial analysts fear an uncontrolled default could trigger a chain reaction similar to the financial meltdown that followed the 2008 collapse of U.S. investment bank Lehman Brothers.

Greece is expected to rush the new austerity measures through parliament by late Sunday, but Papademos' government is facing growing dissent from the majority Socialist party, which has seen public support in opinion polls drop to single figures.

Unions called for a 48-hour strike for Friday and Saturday in opposition to the new cuts, while Yiannis Koutsoukos, the deputy labor minister who quit Thursday, accused debt inspectors of using "shameless and blackmailing tactics" with the government.

And conservative leader Antonis Samaras insisted that Papademos call a spring general election ? a move that could make it more difficult for coalition parties to work together.

Almost two years of austerity have taken their toll on Greece. Unemployment reached a record 20.9 percent in November, up from 13.9 percent a year earlier, with more than 1 million people without a job. In the 15-24 age group, unemployment has spiked to 48 percent.

ScienceDaily (Feb. 6, 2012) ? Boise State University biologists have uncovered why the chemical defenses in birch, a common type of tree found in North America, are toxic to snowshoe hares.

The snowshoe hare, also commonly called the snowshoe rabbit, is found throughout North America and plays an integral part in the food chain. Understanding the mechanism by which chemical defenses in trees and plants deter snowshoe hares and other herbivores can help explain diet selection and habitat use.

The researchers found that birch inhibits a certain enzyme - succinate dehydrogenase (SDH) - and therefore interferes with cellular energy production. Although it is well documented that the chemicals in birch are harmful to snowshoe hares and other herbivores, the mechanism for toxicity was not known until now.

The study appears online in the Journal of Chemical Ecology and is the first to specifically show how birch's toxicity affects snowshoe hares.

"If we know diet selection and habitat use, it could lead to better management and conservation of both wildlife and the plants they eat," said study coauthor Jennifer Forbey, assistant professor of biological sciences. "This work represents a novel discovery and also helps explain the evolution and distribution of chemicals in trees and plants that was made possible by integrating expertise from ecology, pharmacology and chemistry. These chemicals can be toxic to both wildlife and domestic animals and can therefore influence the health of these animals."

To conduct the study, researchers measured the inhibition of SDH isolated from snowshoe hares using in vitro enzyme kinetics studies. They then used computer generated structures of the enzyme and toxin to see if they have the right "shape" to bind together. They confirmed binding of the birch toxin to SDH, which interferes with cellular energy production, showing how birch affects the snowshoe hare.

Also collaborating on the project are Dong Xu, assistant professor of chemistry; Xinzhu Pu, research assistant professor of biology; Knut Kielland, an associate professor at the University of Alaska, Fairbanks; and John Bryant, professor emeritus at the University of Alaska, Fairbanks.

Citi gets approval to issue credit card in China (AP)

NEW YORK ? Citigroup Inc.'s Chinese subsidiary is set to become the first U.S.-based bank to issue its own credit cards in China.

The New York-based bank said Monday it received regulatory approval to launch a credit card business in China. The business will include both consumer and commercial cards, and is expected to launch before the end of the year.

At the same time, Citi said its existing card business there, which is operated jointly with Shanghai Pudong Development Bank, will be taken over by the Chinese bank.

The approval follows preliminary regulatory approval last month for Citi to establish a joint-venture securities firm in China, together with Orient Securities Company Ltd. The entity, Citi Orient Securities Co Ltd, will be based in Shanghai, and will engage in investment banking business in the Chinese domestic market.

Banks and card processing networks have long eyed the Chinese market as a potential source for growth, but regulators have been slow to open to foreign countries. Only the Bank of East Asia, based in Hong Kong, is currently able to issue credit cards in mainland China.

While economic growth is slowing in China, its economy expanded by a 9.2 percent last year. Its growing middle class is a prime target for lenders.

Citi would not yet say if the cards will carry a logo from Visa Inc. or MasterCard Inc. Both payment processing networks have been aiming to expand their reach into China and bolster their overseas business.

Citi has branches in 13 Chinese cities.

In midday trading, Citi shares slipped 38 cents to $33.06. The stock has traded between $21.40 and $49.60 in the past 52 weeks.

LAS VEGAS ? A confident Mitt Romney is looking past his GOP opponents and Nevada's caucuses the day the state votes. Chief rival Newt Gingrich is bracing for defeat in a state the former Massachusetts governor won in 2008.

Romney was scheduled to fly to Colorado Saturday morning for a campaign rally before returning to Las Vegas for a party with supporters at a casino a few miles from the Las Vegas Strip. In a sign that he expects to lose, Gingrich planned a simple statement instead of an event.

Romney cruised to victory in Florida last Tuesday, handily won this state four years ago and is heavily favored to win Saturday's contest. Gingrich, Texas Rep. Ron Paul and former Pennsylvania Sen. Rick Santorum also are on the ballot. But Romney, a Mormon, has an existing network of support from his 2008 race and likely will again benefit from the support of members of his church, many of whom live in Nevada.

Gingrich is still struggling after losing to Romney in Florida. He's facing a month of contests that favor Romney and only one scheduled debate, opportunities that have helped him in the past.

Gingrich acknowledged Romney's likely victory and cast the vote in Nevada as a fight for second place.

"I think our hope is that we may be able to come in second, although Ron Paul is very organized," the former House speaker told Fox News in an interview Friday. "We're going all out to see if we can't be a good solid second here, and then we're on to Colorado and Minnesota."

Romney ignored his chief rival, instead projecting himself as the likely Republican nominee.

"I'm convinced that I can beat Barack Obama and I don't think anyone else can," he told volunteers making phone calls for him Friday.

He accused the president of failing to do enough to create jobs as he campaigned in a state with sky-high unemployment and foreclosure rates. Nevada's unemployment rate was 12.6 in December ? well above the national average ? after a record economic bust.

As he swept through Reno, Elko and Las Vegas, Romney sought to convince weary voters that he alone had the prescriptions for what ails the country ? even as the government reported that a quarter-million Americans streamed back into the workforce in January and unemployment tumbled to 8.3 percent. Romney acknowledged the brightening economic picture but argued that it had little to do with Obama or his policies.

"The policies of this administration have not been helpful. They, in fact, have been harmful. They have slowed down the recovery, made it more difficult," Romney said at a home and yard supply company in Reno, where he talked about the economy with local business leaders. "The president deserves the blame that he'll receive in this campaign."

Gingrich, in an interview on CNN, said the Democrat's policies have driven up the national debt and raised the price of gasoline.

"The economy even at 8.3 percent is dramatically weaker than it was under Ronald Reagan at this exact same point in his first term," he said.

But as Gingrich looks to recover from a shellacking in Florida, he chose to spend much of his time hammering home his latest argument against a Romney presidency ? that there is virtually no difference between Romney and Obama.

For the second day in a row, Gingrich castigated Romney for saying that he's not focused on the poor because they already have a safety net. Romney has said he misspoke, but Gingrich sought to use the moment to gain the upper hand, saying it's another instance where Romney and Obama are similar.

"Obama is big food stamp. He's little food stamp. But they both think foods stamps are OK," Gingrich said. "I don't think food stamps are the future for America."

One implication is that in theory at least, parents who have early childhood SEN children have a genuine right to choose either mainstreaming or dedicated SEN schooling for their child. In addition to the implementation of these legislative measures, the SEN specialist standards have been designed as an audit tool to help teachers and headteachers to identify specific training and development needs in relation to the effective teaching of pupils with severe and/or complex SEN.
